Other Materials-General inspection16.2.6 CONTROL AND PROTECTION SYSTEMThe following tests for the control and protection system shall be performed atthe workshop.- General inspection- Measurement of insulation resistance- Dielectric withstands voltage test- Performance test of relay Error test of meter- Sequential operation test of Control & Protection System.16.2.7 OTHER MATERIALS AND EQUIPMENTAll other materials and equipment shall be tested at the Contractor's workshops inaccordance with latest IEC, ISO, other approved international Standard and/or therequest of the Board.16.3 TESTS AT SITEResponsibility for Testsa. The Contractor shall conduct the tests at the Site in accordance with theseclauses and the conditions of the Contract.b. The Contractor shall provide all equipment and personnel required to carry outthe tests, including the provision, installation and removal of all test instruments,the connection and disconnection of plant items and obtaining of all records. TheBoard will provide electricity, fuel and water required for the tests on completionwithout charge to the Contractor.c. The Contractor shall prepare and submit to the Board at least three monthsprior to the commencement of testing, schedules in approved format for each testtogether with a programs provided by all Contractors.The Board & the Engineer will be responsible for overall co-ordination and safetycontrol of tests.d. The Contractor shall submit one copy of the results of each of the tests at theSite to the Project Director within one week of the tests being carried out. Fourcopies of the certificates shall be provided to the Board within one month of thetests being carried out.e. The <strong>BOARD</strong>'s staff will observe and participate in the tests on completion.f. The Contractor shall submit evidence to the Board that the instruments used forthe tests have been calibrated at an approved testing laboratory within a period ofGhorasal 200 MW to 300 MW Gas Turbine Peaking Power Plant Project (Vol-2 of 3)144
up to six months.(2) Scope of TestsThe tests to be carried out and passed before taking over of the works by theBoard shall be deemed to comprise two main stages of testing as follows:a. Preliminary tests which are tests performed prior to rotation or energising atnormal voltage or admission of normal water or air pressure to the main orauxiliary plant under test.b. Tests on completion which are tests to progressively prove the correctoperation of complete auxiliary systems and of the main plant items. These testsshall be carried out in accordance with the conditions of the Contract.(3) Reliability Test Perioda. The tests on completion shall include a reliability test period [InitialCommercial Operation "ICO"] for each generating unit and auxiliaries, which shallcommence when the Contractor has notified the Board that the unit is ready forcommercial operation. During this period, the unit and auxiliaries will be requiredto operate under the working conditions of the station, within their operatinglimits, either continuously or intermittently as required by the operation of thestation, without failure or interruption of any kind for a period of one hundredsixty eight (168) hours. The units will be operated by the station staff and theContractor shall provide at his own expense a suitable representative during eachoperating shift to direct the station staff on the operating techniques and therunning of the units. The Contractor may make minor adjustments to the units,provided that such adjustments do not in any way interfere with or prevent thecommercial use of the units by the Board or result in reducing the output orefficiency.b. Should any failure or Interruption occur in the operation of the units dueto faulty design, materials or workmanship under the Contract but not otherwise,sufficient to interrupt the commercial operation of the units, the reliability testperiod of one hundred sixty eight (168) hours shall recommence after theContractor has remedied the cause of the defect.16.3.1 TESTS ON COMPLETION(1) The Contractor shall give to the Board in writing twenty one (21) day'snotice of the date after which he will be ready to make the tests on completion.Unless otherwise agreed, the tests shall take place within ten (10) days after thesaid date, on such day or days as the Board shall in writing notify the Contractor.(2) If the Board fail to appoint a time after having been asked to do so or toattend at any time or place duly appointed for making the said tests theContractor shall be entitled to proceed in their absence, and the said tests shall bedeemed to have been made in the presence of the Board's representative.(3) If, in the opinion of the Board, the tests are being unduly delayed he mayby notice in writing call upon, the Contractor to make such tests within ten (10)Ghorasal 200 MW to 300 MW Gas Turbine Peaking Power Plant Project (Vol-2 of 3)145
