BACKGROUND INFORMATION:Bangladesh Power Development Board (BPDB) is in the process of implementation ofGhorasal 200MW to 300 MW gas turbine peaking power plant project in Ghorasal,Narashingdi.As part of the contract the contractor will be liable for providing all spares andconsumable and expertise service of schedule maintenances for smooth running of theplant during 2 years warrantee period. As a continuation of that process BPDB isconsidering Long Term Service Agreement for the plant for next four year (afterwarrantee period).The Operation & Day to Day Maintenance (O & M) is expected to be performed by BPDBpersonnel, but a O&M Contracting Firms may be engaged. But LTSA provider will beresponsible for all other scheduled and forced maintenance during the LTSA period.PLANT OPERATION PHILOSOPHY:Plant operation philosophy is based on the following salient points:-a) The units will run continuously as per requirement of load demand of thenational Grid system. For LTSA period services and spares & consumables thetenderer have to consider plant factor as 80%.b) BPDB staff or the O & M contractor responsible for operation and maintenanceof the peaking power plants will supervise the activities under LTSA. LTSAprovider shall provide the warranty of the spares (e.g; rotor, compressors,nozzles, buckets, hot section components etc. and all other parts for GT &axillaries, generator, DCS, electrical systems, control & protection systems andother BOPs), services and refurbished parts in order to meet the guaranteesunder the PPA.The manufacturer and EPC contractor of this peaking power plant will have the requisitepotential to furnish detailed technical & financial proposal for LTSA for the Power Plantscovering all major maintenances of GTG units and essential BOP equipment for a periodof 4 (four) years after the expiry of warranty period of the Generating units.2. SOURCE OF FUNDThe remuneration of expert services, the cost of spares and other expenditures under theLTSA shall be borne by BPDB3. SUBMISSION OF BIDThe bid shall be submitted as part of the tender for the project and shown underSchedule F, Volume 3 of 3.Scope of work of Expert Service required for overhauling (CI, HGPI and major)of GTG units and other essential auxiliaries of Ghorasal 200MW to 300MW gasturbine peaking power plant projectBefore starting minor, intermediate and major overhauling (CI, HGPI, MI etc) of GTGunits and other essential auxiliaries, all the parameters, Data of the control system andVibration, temperature, pressure etc., are to be noted and recorded.
