8. CONTROL AND PROTECTION EQUIPMENT8.1 GENERAL REQUIREMENTSThe Contractor shall supply and install all control, protection and instrumentpanels with measuring instruments, relays, control switches, automaticcontrollers, annunciator, etc. necessary for proper operation and monitoring of thegas turbine generating units, switchyard equipment and their associated facilities.All Control & Protection System must be Micro-Processor based [Numerical] andProtective Relays shall be from ABB/ALSTOM/SIEMENS.8.1.1 CONTROL FUNCTIONS OF GAS TURBINE GENERATING UNIT [HMI,Computers]Gas Turbine Control System shall be of latest type and all Human MachineInterface [HMI] shall be of industrial grade. Detail of GT control system shall haveto be furnished as per designer's recommendation including data logging, storage,printing facility etc.The unit shall be furnished with an automatic control system suitable forunattended operation in base load or peak load operation. The automatic controlsystem shall have a sequence the unit for normal start-up, emergency start-up,synchronisation, operation, spinning reserve, voltage control, load control, stationperformance monitoring, normal shutdown, emergency shutdown, and return tostandby status.Upon actuating the normal start control, the unit shall be started, come up to therated speed, synchronised, closed the main circuit breaker and, when paralleloperation, picked up a preset base load which can be adjusted fromapproximately zero to the full capability of the unit. A" Base-Peak” selector switchlocated on the control panel shall permit the operator to select the loading of theunit at base or peak rating.During either parallel or isolated operation, loading shall be manually controllablein addition to the automatic controls provided during either parallel or isolatedoperation, voltage shall be manually controllable in addition to the automaticcontrols provided.Upon actuating the stop control the unit shall be reduced its load gradually bypre-set programming, the generator circuit breaker shall be opened, speed shallbe reduced to turning gear rotational speed, the turning gear shall be engagedand the unit shall be returned to standby status. An emergency stop control shallbe provided.The units shall be automatically prevented from starting, or if operating, shall beautomatically shut down upon the occurrence of abnormal conditions ormalfunctions, which would be injurious to the unit.All auxiliary sequence, timing voltage, synchronising, load sensing and protectiverelays required for complete automatic control and protection of the unit shall beprovided.Ghorasal 200 MW to 300 MW Gas Turbine Peaking Power Plant Project (Vol-2 of 3)78
