Council. But a paper by one <strong>of</strong> <strong>the</strong> secretaries <strong>of</strong><br />

Card<strong>in</strong>al Boromeo, s<strong>in</strong>ce given to <strong>the</strong> world, has<br />

published on <strong>the</strong> housetops what was <strong>the</strong>n spoken<br />

<strong>in</strong> whispers <strong>in</strong> <strong>the</strong> cab<strong>in</strong>ets <strong>of</strong> k<strong>in</strong>gs or <strong>the</strong><br />

conclaves <strong>of</strong> ecclesiastical synods. "First, <strong>in</strong> order<br />

that <strong>the</strong> bus<strong>in</strong>ess may be conducted with <strong>the</strong> greater<br />

authority, <strong>the</strong>y" (<strong>the</strong> Fa<strong>the</strong>rs <strong>of</strong> <strong>the</strong> Council)<br />

"advise to commit <strong>the</strong> super<strong>in</strong>tendence <strong>of</strong> <strong>the</strong><br />

whole affair to Philip <strong>the</strong> Catholic k<strong>in</strong>g, who ought<br />

to be appo<strong>in</strong>ted with common consent <strong>the</strong> head and<br />

conductor <strong>of</strong> <strong>the</strong> whole enterprise." The Catholic<br />

k<strong>in</strong>g was to beg<strong>in</strong> by preferr<strong>in</strong>g a compla<strong>in</strong>t to his<br />

neighbour, Anthony Bourbon, K<strong>in</strong>g <strong>of</strong> Navarre,<br />

"that, contrary to <strong>the</strong> <strong>in</strong>stitutions <strong>of</strong> his<br />

predecessors, he enterta<strong>in</strong>s and nourishes a new<br />

religion." Should <strong>the</strong> K<strong>in</strong>g <strong>of</strong> Navarre turn a deaf<br />

ear to this remonstrance, Philip was to essay him<br />

"by fair promises to draw him <strong>of</strong>f from his wicked<br />

and unhappy design." He was to hold out to him<br />

<strong>the</strong> hope <strong>of</strong> hav<strong>in</strong>g that portion <strong>of</strong> his ancestral<br />

dom<strong>in</strong>ions <strong>of</strong> which he had been stripped, restored,<br />

or an equivalent given him <strong>in</strong> some o<strong>the</strong>r part <strong>of</strong><br />
