augmentation <strong>of</strong> <strong>the</strong> clerical force. The nobles<br />

looked askance on <strong>the</strong> new spiritual peers who had<br />

come to divide with <strong>the</strong>m <strong>the</strong>ir <strong>in</strong>fluence; <strong>the</strong><br />

middle classes regarded <strong>the</strong>m as clogs on <strong>the</strong>ir<br />

<strong>in</strong>dustry, and <strong>the</strong> artisans detested <strong>the</strong>m as spies on<br />

<strong>the</strong>ir freedom.<br />

The violation <strong>of</strong> faith on <strong>the</strong> part <strong>of</strong> <strong>the</strong>ir<br />

monarch rankled <strong>in</strong> <strong>the</strong>ir bosoms, and <strong>in</strong>spired<br />

<strong>the</strong>m with gloomy forebod<strong>in</strong>gs as regarded <strong>the</strong><br />

future. Ano<strong>the</strong>r fundamental law, ever esteemed by<br />

<strong>the</strong> Ne<strong>the</strong>rlanders among <strong>the</strong> most valuable <strong>of</strong> <strong>the</strong>ir<br />

privileges, and which Philip had sworn to respect,<br />

did <strong>the</strong>se new arrangements contravene. It was<br />

unlawful to br<strong>in</strong>g a foreign soldier <strong>in</strong>to <strong>the</strong> country.<br />

Philip, despite his oath, refused to withdraw his<br />

Spanish troops. So long as <strong>the</strong>y rema<strong>in</strong>ed, <strong>the</strong><br />

Ne<strong>the</strong>rlanders well knew that <strong>the</strong> door stood open<br />

for <strong>the</strong> entrance <strong>of</strong> a much larger force. It was also<br />

provided <strong>in</strong> <strong>the</strong> ancient charters that <strong>the</strong> citizens<br />

should be tried before <strong>the</strong> ord<strong>in</strong>ary courts and by<br />

<strong>the</strong> ord<strong>in</strong>ary judges. But Philip had virtually swept<br />

all <strong>the</strong>se courts away, and substituted <strong>in</strong> <strong>the</strong>ir room<br />
