The youth <strong>of</strong> <strong>the</strong>se three tribes was a severe<br />

one. Their first struggle was with <strong>the</strong> soil; for while<br />

o<strong>the</strong>r nations choose <strong>the</strong>ir country, <strong>the</strong><br />

Ne<strong>the</strong>rlanders had to create <strong>the</strong>irs. They began by<br />

convert<strong>in</strong>g <strong>the</strong> swamps and quicksands <strong>of</strong> which<br />

<strong>the</strong>y had taken possession <strong>in</strong>to graz<strong>in</strong>g-lands and<br />

corn-fields. Nor could <strong>the</strong>y rest even after this task<br />

had been accomplished: <strong>the</strong>y had to be cont<strong>in</strong>ually<br />

on <strong>the</strong> watch aga<strong>in</strong>st <strong>the</strong> two great enemies that<br />

were ever ready to spr<strong>in</strong>g upon <strong>the</strong>m, and rob <strong>the</strong>m<br />

<strong>of</strong> <strong>the</strong> country which <strong>the</strong>ir <strong>in</strong>dustry had enriched<br />

and <strong>the</strong>ir skill embellished, by rear<strong>in</strong>g and<br />

ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g great dykes to defend <strong>the</strong>mselves on<br />

<strong>the</strong> one side from <strong>the</strong> sea, and on <strong>the</strong> o<strong>the</strong>r from <strong>the</strong><br />

river.<br />

Their second great struggle was with <strong>the</strong><br />

Roman power. The mistress <strong>of</strong> <strong>the</strong> world, <strong>in</strong> her<br />

onward march over <strong>the</strong> West, was embrac<strong>in</strong>g<br />

with<strong>in</strong> her limits <strong>the</strong> forests <strong>of</strong> Germany, and <strong>the</strong><br />

warlike tribes that dwelt <strong>in</strong> <strong>the</strong>m. It is <strong>the</strong> pen <strong>of</strong><br />

Julius Caesar, record<strong>in</strong>g his victorious advance,<br />

that first touches <strong>the</strong> darkness that shrouded this<br />

land. When <strong>the</strong> curta<strong>in</strong> rises, <strong>the</strong> tribe <strong>of</strong> <strong>the</strong> Nervii<br />
