not discharged from all his oaths and promises <strong>of</strong><br />

pardon, see<strong>in</strong>g all <strong>the</strong> <strong>in</strong>habitants had been guilty <strong>of</strong><br />

a crime, ei<strong>the</strong>r <strong>of</strong> omission or <strong>of</strong> commission." In<br />

short, <strong>the</strong> K<strong>in</strong>g <strong>of</strong> Spa<strong>in</strong>, <strong>in</strong> this fulm<strong>in</strong>ation,<br />

declared that all <strong>the</strong> <strong>in</strong>habitants <strong>of</strong> <strong>the</strong> Low<br />

Countries were guilty <strong>of</strong> treason, and had <strong>in</strong>curred<br />

tremendous tribunal, with memorable simplicity<br />

The Council <strong>of</strong> Blood consisted <strong>of</strong> twelve<br />

judges; <strong>the</strong> majority were Spaniards, and <strong>the</strong> rest<br />

fast friends <strong>of</strong> <strong>the</strong> Spanish <strong>in</strong>terest. The duke<br />

himself was president. Under <strong>the</strong> duke, and<br />

occupy<strong>in</strong>g his place <strong>in</strong> his absence, was Vargas, a<br />

Spanish lawyer. Vargas was renowned among his<br />
