work<strong>in</strong>g <strong>of</strong> <strong>the</strong> Confederacy, and presented to <strong>the</strong><br />

world <strong>the</strong> orig<strong>in</strong>al framework or first constitution<br />

<strong>of</strong> that Commonwealth which has s<strong>in</strong>ce become so<br />

renowned under <strong>the</strong> name <strong>of</strong> <strong>the</strong> "United<br />

Prov<strong>in</strong>ces."<br />

Meanwhile, and before <strong>the</strong> Union <strong>of</strong> Utrecht<br />

had come <strong>in</strong>to be<strong>in</strong>g, Don John <strong>of</strong> Austria, <strong>the</strong><br />

newly-appo<strong>in</strong>ted governor, arrived <strong>in</strong> <strong>the</strong> Low<br />

Countries. He brought with him an immense<br />

prestige as <strong>the</strong> son <strong>of</strong> Charles V., and <strong>the</strong> hero <strong>of</strong><br />

Lepanto. He had made <strong>the</strong> Cross to triumph over<br />

<strong>the</strong> Crescent <strong>in</strong> <strong>the</strong> bloody action that reddened <strong>the</strong><br />

waters <strong>of</strong> <strong>the</strong> Lepant<strong>in</strong>e Gulf; and he came to <strong>the</strong><br />

Ne<strong>the</strong>rlands with <strong>the</strong> purpose and <strong>in</strong> <strong>the</strong> hope <strong>of</strong><br />

mak<strong>in</strong>g <strong>the</strong> Cross triumphant over heresy, although<br />

it should be by dye<strong>in</strong>g <strong>the</strong> pla<strong>in</strong>s <strong>of</strong> <strong>the</strong> Low<br />

Countries with a still greater carnage than that with<br />

which he, had crimsoned <strong>the</strong> Greek seas. He<br />

arrived to f<strong>in</strong>d that <strong>the</strong> seventeen Prov<strong>in</strong>ces had<br />

just banded <strong>the</strong>mselves toge<strong>the</strong>r to drive out <strong>the</strong><br />
