was <strong>the</strong> withdrawal <strong>of</strong> <strong>the</strong> Spanish troops. Instantly<br />

Philip's countenance changed, and s<strong>in</strong>k<strong>in</strong>g <strong>in</strong>to his<br />

chair <strong>of</strong> state, with gloomy and wrathful brow, <strong>the</strong><br />

assembly saw how distasteful to Philip was <strong>the</strong><br />

proposition to withdraw his soldiers from <strong>the</strong><br />

Ne<strong>the</strong>rlands. The rest <strong>of</strong> <strong>the</strong> Estates followed; each,<br />

<strong>in</strong> its turn, mak<strong>in</strong>g <strong>the</strong> same <strong>of</strong>fer, but append<strong>in</strong>g to<br />

it <strong>the</strong> same condition. Every flor<strong>in</strong> <strong>of</strong> <strong>the</strong> three<br />

millions demanded would be forthcom<strong>in</strong>g, but not<br />

a soldier must be left on <strong>the</strong> soil <strong>of</strong> <strong>the</strong> Prov<strong>in</strong>ces.<br />

The k<strong>in</strong>g's face grew darker still. Its rapid changes<br />

showed <strong>the</strong> tempest that was rag<strong>in</strong>g <strong>in</strong> his breast.<br />

To ask him to withdraw his soldiers was to ask him<br />

to give up <strong>the</strong> Ne<strong>the</strong>rlands. Without <strong>the</strong> soldiers<br />

how could he ma<strong>in</strong>ta<strong>in</strong> <strong>the</strong> edicts and Inquisition?<br />

and <strong>the</strong>se let go, <strong>the</strong> haughty and heretical<br />

Ne<strong>the</strong>rlanders would aga<strong>in</strong> be <strong>the</strong>ir own masters,<br />

and would fill <strong>the</strong> Prov<strong>in</strong>ces with that rampant<br />

heresy which he had just cursed. The very idea <strong>of</strong><br />

such a th<strong>in</strong>g threw <strong>the</strong> k<strong>in</strong>g <strong>in</strong>to a rage which he<br />

was at no pa<strong>in</strong>s to conceal.<br />

But a still greater mortification awaited him<br />
