Flanders was not great: <strong>the</strong>y amounted to only<br />

4,000: but <strong>the</strong>y were excellently discipl<strong>in</strong>ed: <strong>the</strong><br />

citizens saw <strong>in</strong> <strong>the</strong>m <strong>the</strong> sharp end <strong>of</strong> <strong>the</strong> wedge<br />

that was dest<strong>in</strong>ed to <strong>in</strong>troduce a Spanish army, and<br />

reduce <strong>the</strong>ir country under a despotism; and <strong>in</strong><br />

truth such was Philip's design. Besides, <strong>the</strong>se<br />

troops were <strong>in</strong>solent and rapacious to a degree. The<br />

<strong>in</strong>habitants <strong>of</strong> Zealand refused to work on <strong>the</strong>ir<br />

dykes, say<strong>in</strong>g <strong>the</strong>y would ra<strong>the</strong>r that <strong>the</strong> ocean<br />

should swallow <strong>the</strong>m up at once, than that <strong>the</strong>y<br />

should be devoured piece-meal by <strong>the</strong> avarice and<br />

cruelty <strong>of</strong> <strong>the</strong> Spanish soldiers.[1]<br />

The measures adopted by Philip caused <strong>the</strong><br />

citizens <strong>the</strong> more irritation and discontent, from <strong>the</strong><br />

fact that <strong>the</strong>y were subversive <strong>of</strong> <strong>the</strong> fundamental<br />

laws <strong>of</strong> <strong>the</strong> Prov<strong>in</strong>ces. At his accession Philip had<br />

taken an oath to uphold all <strong>the</strong> chartered rights <strong>of</strong><br />

<strong>the</strong> Ne<strong>the</strong>rlanders; but <strong>the</strong> new edicts traversed<br />

every one <strong>of</strong> <strong>the</strong>se rights. He had sworn not to raise<br />

<strong>the</strong> clergy <strong>in</strong> <strong>the</strong> Prov<strong>in</strong>ces above <strong>the</strong> state <strong>in</strong> which<br />

he found <strong>the</strong>m. In disregard <strong>of</strong> his solemn pledge,<br />

he had <strong>in</strong>creased <strong>the</strong> ecclesiastical dioceses from<br />
