Flem<strong>in</strong>g, was a Pacification that <strong>in</strong> fact created two<br />

armies, by propos<strong>in</strong>g two objects or ends on <strong>the</strong><br />

liberal side. To <strong>the</strong> Popish <strong>in</strong>habitants <strong>of</strong> <strong>the</strong><br />

Ne<strong>the</strong>rlands <strong>the</strong> yoke <strong>of</strong> Spa<strong>in</strong> would <strong>in</strong> no long<br />

time be made easy enough; for <strong>the</strong> edicts, <strong>the</strong><br />

Inquisition, and <strong>the</strong> bishops were th<strong>in</strong>gs that could<br />

have no great terrors to men who did not need <strong>the</strong>ir<br />

coercion to believe, or at least pr<strong>of</strong>ess, <strong>the</strong> Romish<br />

dogmas. The pr<strong>of</strong>essors <strong>of</strong> <strong>the</strong> Romish creed, not<br />

feel<strong>in</strong>g that where<strong>in</strong> lay <strong>the</strong> st<strong>in</strong>g <strong>of</strong> <strong>the</strong> Spanish<br />

yoke, could not be expected <strong>the</strong>refore to make<br />

o<strong>the</strong>r than half-hearted efforts to throw it <strong>of</strong>f.<br />

But far different was it with <strong>the</strong> o<strong>the</strong>r and older<br />

combatants. They felt that st<strong>in</strong>g <strong>in</strong> all its force, and<br />

<strong>the</strong>refore could not stop half-way <strong>in</strong> <strong>the</strong>ir great<br />

struggle, but must necessarily press on till <strong>the</strong>y had<br />

plucked out that which was <strong>the</strong> root <strong>of</strong> <strong>the</strong> whole<br />

Spanish tyranny. Thus William found that <strong>the</strong><br />

Pacification <strong>of</strong> Ghent had <strong>in</strong>troduced among <strong>the</strong><br />

Confederates divided counsels, dilatory action, and<br />

uncerta<strong>in</strong> aims; and three years after (1579) <strong>the</strong><br />

Pacification had to be rectified by <strong>the</strong> "Union <strong>of</strong><br />
