make. But Orange, <strong>in</strong> reply to her remonstrances,<br />

told her that, <strong>in</strong> <strong>the</strong> first place, this was expedient,<br />

see<strong>in</strong>g assemblies <strong>of</strong> 20,000 or 25,000 persons<br />

were greater menaces to <strong>the</strong> public peace outside<br />

<strong>the</strong> walls, where <strong>the</strong>y were removed from <strong>the</strong> eye<br />

<strong>of</strong> <strong>the</strong> magistrate, than <strong>the</strong>y could possibly be<br />

with<strong>in</strong> <strong>the</strong> city, where not only were <strong>the</strong>ir<br />

congregations smaller, <strong>the</strong>ir numbers seldom<br />

exceed<strong>in</strong>g 10,000, but <strong>the</strong>ir language and bear<strong>in</strong>g<br />

were more modest; and, <strong>in</strong> <strong>the</strong> second place, this<br />

concession, he rem<strong>in</strong>ded <strong>the</strong> duchess, was<br />

necessary. The Reformed were now 200,000<br />

strong, <strong>the</strong>y were determ<strong>in</strong>ed to enjoy <strong>the</strong>ir rights,<br />

and he had no soldiers to ga<strong>in</strong>say <strong>the</strong>ir demands,<br />

nor could he prevail on a s<strong>in</strong>gle burgher to bear<br />

arms aga<strong>in</strong>st <strong>the</strong>m.[2] In a few days <strong>the</strong> Walloon<br />

congregation, avail<strong>in</strong>g <strong>the</strong>mselves <strong>of</strong> <strong>the</strong>ir new<br />

liberties, laid <strong>the</strong> first stone <strong>of</strong> <strong>the</strong>ir future church<br />

on a spot which had been allotted <strong>the</strong>m; and <strong>the</strong>ir<br />

example was speedily followed by <strong>the</strong> Dutch<br />

Reformed congregation. Through <strong>the</strong> efforts <strong>of</strong><br />

Orange <strong>the</strong> troubles were quieted all over Holland<br />

and Brabant. His success was ma<strong>in</strong>ly ow<strong>in</strong>g to <strong>the</strong><br />
