Es el retrato de los estados formados por Hitlery por Stalin. Es un modelo en el cual la voluntad de una sola persona es la voluntad de todo el estado, ejemplificado a través de ideas como la "patria", la de la "raza pura", la "dictadura del proletariado". Es un modelo dominado por la propaganda masiva y por un inmenso poder estatal, dirigido contra cualquier desviación del objetivo único establecido. Y por supuesto, es una imagen oscurecida por el increíble terror imperante. El peligro implícito en este retrato, consiste en que los estados totalitarios son descriptos en una forma tan negra, tan monstruosa, tan irracional, que nada resulta comparable a ellos. Este es el mismo problema con el que tan frecuentemente nos encontramos en la explicación que se da sobre el delincuente: cuanto más vistos como monstruos son, más fácil resulta crear una distancia entre ellos y nosotros, decir que nunca han sido como nosotros, y que nosotros nunca seremos como ellos. Lo mismo ocurre a nivel estatal. Los horrores nos enceguecen, impidiéndonos prestarle atención a algunas posibles similitudes principales entre esos sistemas y el nuestro. Cuatro similitudes son centrales en dicha conexión: 1. Similitudes en las metas. 2. Similitudes en la comunicación. 3. Similitudes en el poder. 4.
