Later, it was arbitrarily reduced to 32,663 ha, including landoutside the forest (Law no. 5 / 2000), of which 6,642.49 ha (68 %) of „Strict forest nature reserves” by the „Natural” Park ManagementPlan (PNB, 2011) and under-classified as a „Natural Park” (GD no. 230/2003). Furthermore, lands from the national forest fund havebeen abusively transferred into private ownership and into local public property by means of the by the municipalities’ protocols.In 1990, sub-plot 42 B (4.7 ha) was included in the „Strict forest nature reserves” of the Bucegi National Park. As the 2231.7 ha of ManagementUnit V Obârşia Ialomiţei (Forest District Moroeni). However, in 2003, with the under-classification park, sub-plot 42 B and1362.4 ha (part of the 2231.7 ha), were maintained in the „Special conservation area” (Table 1). Moreover, these areas lie in a territorywith a double protective status of national and community interest, respectively in the Bucegi „Natural” Park and the homonymousEuropean site „Natura 2000”. Subsequently, part of the 1362.4 ha, including part of 4.7 ha of sub-plot 42 B, were diverted arbitrarilyinto the „Area of sustainable development”, in reality “Sustainable destruction” in the Dâmboviţa County (1352 ha) and highlighted assuch in the Bucegi „Natural” Park Management Plan formalized hastily by GD nr.187/2011. This act and the value of the existing naturalcapital in the tiny are of sub-plot 42 B, protected by multiple positions in the national and Community legislation, demonstrates abuseand corruption.Contrary to the anthropogenic impacts over 20 years, wildlife in sub-plot 42 B remains in its original complexity. Suppression of disturbingfactors will trigger the rapid restoration of biotopes and habitats, as happened during the First World War, when the country’smountains experienced beneficial peace. The recorded example is eloquent and repeatable: “Today, these pastures have been restored andeven improved, thanks to their forced preservation in the period 1914-1920. Last summer (1920) I have noted with satisfaction a formidablespontaneity of the alpine flora and a considerable development of the forest, which in many places (Lăptici Mountains, Oboareleetc. from Bucegi Massif) take it so much before pastures that they tend to complete certain glades” (Haret, 1976).Put to the vote of the 13 present members of the Scientific Council of the park, the logical conclusion of “adopting a strict conservationregime by suppressing radical grazing, touristic camping and other destructive activities” in the sub-plot 42 B, was rejected by 8 votesagainst 3 and 2 abstentions.Although from at least 13 points of view, the Bucegi “Natural” Park is the most valuable national mountain area of European relevance,for eight years it was shamefully imposed a protective status which is inferior to the value its natural heritage. Consequently, it is subjectedto a kind of management which is contrary to its ecological importance and vocation. The ruinous anthropogenic assault exercisedon the natural heritage of the Bucegi Massif is a qualified attempt to national wealth, premeditated genocide that borders on violation ofArt. 11 of the Constitution, which states that “The Romanian State pledges to fulfill and in good faith the obligations deriving from thetreaties it is party” (respectively Accession Treaty.Chapter 22: Environment). In order to normalize the current situation, the followingsteps are required on a priority basis:a. Give back the Bucegi Massif its natural initial status of National Park;b. Stop the anthropogenic assault on the natural heritage of Bucegi;c. Prevent likely acts of disloyalty by the members of the parks’ scientific boards, by remunerating their services, on condition thatthey sign a declaration of conflict of interests, according to normal practices (Annex 3);d. Ecological education of the population in school curricula, media and especially by means of the parks projects;e. Impose stricter penalties and supervise the firm implementation of the law etc.Taking these measures will demonstrate responsibility and solidarity of the decision makers with the national wealth in general and withthe importance and vocation of the natural heritage of the Bucegi Park (Annex 4) in particular. Also, they will perpetuate the originalpower of seduction of the Bucegi Massif and implicitly the “soft” tourist exploitation which brings “clean cash”, which is consistent withthe Biblical precept of protecting the divine creation, with the timeless national interest, with the laws of nature and with the legalinstruments signed with the EU. As a result, a well-protected Bucegi National Park will contribute to the affirmation of the nationalprestige and perpetuation of national identity in the E.U. and hence of the E.U. in the world.Keywords: National Park, Natural Park, Natura 2000, Abuse and corruption, Accession Treaty.
