The Prime Minister:
After perusal of:
VIOLATIONS IN HISTORICAL CITIES
Anhang
- The Constitution of the Republic of Yemen;
- Republican Decree in the Law No. (20) of 1991 regarding the Council of Ministers;
- Republican Decree in the Law No. (17) of 1994 regarding the General Provisions on
Violations;
- Republican Decree No. (129) of 1997 regarding the Establishment of the General
Organization for Preservation of Historical Cities (GOPHC); and
- Republican Decree No. (46) of 2001 regarding the Formation of the Government and
Naming of its Members; and

After the approval of the Council of Ministers, as based on a proposal by the Minister of
Culture:
Resolves as follows:
Chapter (1)
Citation and Objectives
Article 1): This Regulation shall be cited as "Regulation on Construction Controls and
Violations in Historical Cities".
Article 2): This Regulation aims at realizing the following objectives:
a- Protection and preservation of historical cities, landmarks and sites;
b- Preservation of buildings and their cultural historical features;
c- Prohibiting impingement upon, demotion of and construction in historical cities with
materials else than traditional materials permitted by GOPHC.
