Article 3):<br />

Chapter (2)<br />

Construction Restriction in Historical Cities<br />

a- No construction, repair and demolition works may be carried out in buildings, sites and<br />

landmarks in historical cities without first obtaining a written permit from GOPHC;<br />

b- The applicant for construction, repair or demolition work in a historical city shall have<br />

to submit a bank guarantee at not less than YR50.000 as security to adhere to the<br />

construction and repair conditions and controls in historical cities.<br />

Article 4): The owner of a historical building, landmark or site shall pursue the sound<br />

techniques when carrying out any construction and repair works, the execution of which shall<br />

have to be under the supervision of GOPHC and adherence to the following controls:<br />

1- Use of traditional materials in construction and repair works of historical<br />

buildings and landmarks, compatible with general surroundings that prevail in<br />

the historical city;<br />

2- Stoppage of construction works, demotion of such works and reconstruction of<br />

the demolished historical buildings, unless constructed in the same traditional<br />

materials and architectural style of the historical city;<br />

3- Maintaining the spaces between the buildings, non-construction of appended<br />

structures and preserving the green areas (such as gardens and farms), which<br />

form a significant component of the historical city, its architectural style and<br />

cultural landmarks.<br />

4- Maintaining the functions of the historical buildings and landmarks and<br />

avoiding assigning any other functions to them that may prove detrimental to<br />

their characteristics or style.<br />

5- Preserving the nature and kind of activities of the traditional suqs (markets) in<br />

the historical cities;<br />

6- Stopping creation, or opening, of any commercial shops in the residential areas<br />

of historical cities and their surrounding areas, as shall be identified by<br />

GOPHC;<br />

7- Stopping any additions to historical buildings that may lead to change in their<br />

architectural style.<br />

Chapter (3)<br />

Restricted Acts<br />

Article 5): It shall be prohibited to undertake any of the following works:<br />

1- Addition of structures or appurtenances or extension of a building, neither vertically nor<br />

horizontally, that may deform the architectural style or features of a historical city;<br />

2- Demolition, deformation, changes or damages to historical buildings and landmarks;<br />

3- Use of construction mate4rials else than the traditional ones, such reinforced cement<br />

concrete or metal doors instead of the wooden doors or aluminum windows instead of
