For <strong>1999</strong> we have a new estimation of the figures and on the edge of<br />
the 21st century, Germany has, <strong>in</strong> total, roughly 2.7 million households<br />
(7.1%) which are over<strong>in</strong>debted. The West German rate went slightly<br />
down to 6.2% whereas the East German rate is still climb<strong>in</strong>g and<br />
reached now 11.5%.<br />
There are three ma<strong>in</strong> reasons why Germany experiences an <strong>und</strong>oubtable<br />
problem of over<strong>in</strong>debtedness.<br />
It is a failure of<br />
• society<br />
• economic forces, and<br />
• family as an <strong>in</strong>stitution.<br />
Society, its democratic representations, rules and regulations, have not<br />
been able to prevent the upsurge of over<strong>in</strong>debtedness. The different<br />
systems, e.g. of public transfer payments, of social security, of <strong>in</strong>frastructure<br />
and of the educational system, did not develop appropriate<br />
measures and skills to prevent the f<strong>in</strong>ancial ru<strong>in</strong> of numerous people<br />
and families.<br />
The ma<strong>in</strong> <strong>in</strong>terest of the economic forces is mak<strong>in</strong>g a profit. However,<br />
while deal<strong>in</strong>g with globalisation and shareholder-value-orientation,<br />
<strong>in</strong>ternet fitness and e-commerce, try<strong>in</strong>g to become bigger, more successful<br />
and more effective, they forgot their social responsibility.<br />
F<strong>in</strong>ally, the family as the <strong>in</strong>stitution which keeps society together seems<br />
to be dissolv<strong>in</strong>g. It is not only the <strong>in</strong>creas<strong>in</strong>g number of separations, divorces<br />
and s<strong>in</strong>gle households but also the <strong>in</strong>creas<strong>in</strong>g number of (alcohol)<br />
addiction, violence and sexual assaults with<strong>in</strong> the families. Beh<strong>in</strong>d<br />
that you can see the <strong>in</strong>dividualisation of life style (which means <strong>in</strong> many<br />
cases egoism), the loss of privacy and solidarity, the uncerta<strong>in</strong>ty about<br />
the right morals and ethics and the focus<strong>in</strong>g on material goods and consumption.<br />
In Germany, it is <strong>in</strong>creas<strong>in</strong>gly important for teens and twenties to be “<strong>in</strong>”.<br />
In 1986, to be “<strong>in</strong>” was a central target for 49% of the 14-24 year old. In<br />
1995, this is already central for 65% of the same age group.<br />
The youth population becomes more and more a target for the consumer<br />
goods and media <strong>in</strong>dustry. Today the children between 6 and 14<br />
years own DM 5.2 billion which they can spend (without sav<strong>in</strong>gs), 62%<br />
