4. Expand water storage within the city to support agriculture.<br />

5. Subsidize the cost <strong>of</strong> materials and education for building a resilient<br />

infrastructure. To start, establish:<br />

• farm stands or agricultural parks in areas <strong>of</strong> greatest population<br />

density and activity;<br />

• food storage systems at schools; and<br />

• grants for neighborhood associations to be used for rainwater<br />

catchment tanks, root cellars, and neighborhood‐based food businesses<br />

6. Adopt a Food Security Resolution.<br />

The resolution should affirm that “Everyone has the right to adequate, healthful,<br />

nourishing food appropriate to their cultural and physical requirements.”<br />

7. Establish <strong>Bloomington</strong> as a Slow Food <strong>City</strong>.<br />

A Slow Food <strong>City</strong> supports local food production and processing that is good, clean,<br />

and fair and that aims to effect lasting change in the food system. 238 Locally‐grown<br />

food and locally‐based cuisine should be incorporated into the Lotus Festival and at<br />

least one other showcase event or location, preferably in connection with <strong>Indiana</strong><br />

University.<br />

8. Food security should figure prominently in the <strong>City</strong>’s new Sustainable <strong>City</strong><br />

Initiative.<br />

The <strong>City</strong> should use the Initiative’s website to anchor a web presence for<br />

information related to local food production, processing, and marketing. 239<br />

9. Through education and funding, work to increase food storage in <strong>Bloomington</strong><br />

household and community pantries to three months supply for all residents—<br />

about 18,000 tons aggregate.<br />
