MITIGATION GOALS & STRATEGIES<br />

SHORT TERM (1­5 Years)<br />

1. The <strong>City</strong> should consider the anticipated loss <strong>of</strong> “gasoline tax” and “fine and<br />

forfeiture” revenue in its budgeting process.<br />

2. <strong>City</strong> should add energy vulnerability scenarios to its departmental budgeting<br />

process.<br />

3. The <strong>City</strong> should set aside added reserves in a dedicated Energy Transition and<br />

Community Sustainability Fund to assist with funding necessary infrastructure<br />

and technology transition to cover increasing energy costs and increased<br />

investment in emergency and social services. To help build this reserve, the<br />

<strong>City</strong> should use price “lows” wisely by using current and any future price<br />

reductions (which will likely only be temporary) to redirect already budgeted<br />

higher fuel expenses into a special emergency fund (See Transportation<br />

chapter).<br />
