b- MENA Countries<br />

According to <strong>the</strong> same database, <strong>the</strong> MENA countries have shown high levels of<br />

emigration of medical doctors. The main countries of destination are UK, USA, France,<br />

Canada, Germany, Belgium, Australia, Italy, Sweden, Switzerland and Austria. Given <strong>the</strong><br />

lack of data on some countries like Mauritania and Sudan, <strong>the</strong> current empirical<br />

investigation focuses on <strong>the</strong> remaining countries that are Morocco, Algeria, Tunisia,<br />

Libya, Egypt, Jordan, Syria, Turkey and Yemen.<br />

The total emigration rate related to all destinations ranges from 0.1% to 12%.<br />

Intermediate levels are recognized for <strong>the</strong> remaining countries with values between two<br />

and four percent.<br />

Even though <strong>the</strong> rate in 2004 appears to be high, <strong>the</strong> trends expressed over <strong>the</strong> period<br />

1991-2004 are constant or decreasing for most of <strong>the</strong> countries in <strong>the</strong> region. The<br />

countries displaying increasing rates are Algeria and Libya. All <strong>the</strong> o<strong>the</strong>r countries have<br />

ei<strong>the</strong>r constant or decreasing annual trends. The decreases, even if statistically significant,<br />

are still low. Syria, Jordan and Egypt have revealed an important reduction in <strong>the</strong>ir rates<br />

of emigration of physicians.<br />

Two observations related to <strong>the</strong> 1991-2004 trends (Table II.1.3.3) expressed by each<br />

country can be introduced. The first observation is that <strong>the</strong> decreases are low. The second<br />

observation is that <strong>the</strong>se trends are obtained from net emigration rates and may also be<br />
