Given <strong>the</strong> importance of health care in promoting economic and social development<br />

mainly in <strong>the</strong> era where human development and Millennium Development Goals (MDG)<br />

are crucial, <strong>the</strong> needs for medical doctors and health workers, in general, are increasingly<br />

critical. This research is devoted to <strong>the</strong> analysis of <strong>the</strong> trends and determinants of <strong>the</strong><br />

emigration of medical doctors from MENA and ECE to EU in relation to health care<br />

needs in both countries of origin and destination. This research accounts for <strong>the</strong><br />

specificities of health care in <strong>the</strong>se three regions and includes also <strong>the</strong> constraints faced<br />

by immigrant doctors in relation to medical practices in <strong>the</strong> EU. The respective roles of<br />

public, private and of professional medical organizations impose requirements to access<br />

medical jobs in <strong>the</strong> EU. These restrictions express <strong>the</strong> existence of specific interests at <strong>the</strong><br />

level of different parties. For <strong>the</strong> medical migrants, this can affect <strong>the</strong>ir levels of<br />

incentives and decisions to emigrate.<br />

The framework of <strong>the</strong> new economics of skilled labor migration is likely to streng<strong>the</strong>n <strong>the</strong><br />

health, education and employment sectors without omitting global policies. The results of<br />

this approach are expected to generate win-win outcomes for all <strong>the</strong> players including <strong>the</strong><br />

countries of destination and origin of medical migration. Reaching such win-win<br />

outcomes is indeed aligned with <strong>the</strong> growing concern of <strong>the</strong> EU as to <strong>the</strong> need to balance<br />

its needs with those of developing countries, source of emigration of medical doctors<br />

(The European Commission, 2008).<br />

Fur<strong>the</strong>r details about this research question are introduced below under <strong>the</strong> objectives of<br />

<strong>the</strong> research, <strong>the</strong> rationale, <strong>the</strong> research questions and <strong>the</strong> expected benefits from this<br />

investigation.<br />

I.1.2.2 Objectives<br />

As said earlier, <strong>the</strong> main objective of this research is to identify sound grounds for<br />

generating economic and social policies that are beneficial to all <strong>the</strong> parties concerned<br />

with <strong>the</strong> migration of medical doctors. The geographical focus includes MENA and ECE<br />

economies with <strong>the</strong>ir relations to <strong>the</strong> EU. For this purpose, series of sub-objectives are to<br />

be achieved mainly relation to <strong>the</strong> mobilization of <strong>the</strong> framework of <strong>the</strong> new economics<br />

of skilled labor migration. Such economic model has <strong>the</strong> benefits of accounting for<br />

health, education, employment and migration and preparing for <strong>the</strong> directions of new<br />
