The results to be attained will contribute to a better clarification and understanding of <strong>the</strong><br />

emigration of medical doctors from <strong>the</strong>se two regions that entertain direct and indirect<br />

economic, social and cultural relationships with <strong>the</strong> EU. The gains and benefits from this<br />

research can be expected to generate a:<br />

o Conceptual framework for analyzing <strong>the</strong> trends and major determinants of <strong>the</strong><br />

emigration of medical doctors from MENA and ECE to EU,<br />

o Set of instruments that are useful for integrating education, health care,<br />

employment and wages in <strong>the</strong> understanding of emigration patterns,<br />

o Means for fur<strong>the</strong>r integration of regional policies in MENA and ECE countries<br />

and regions,<br />

o Basis for economic and social policy coordination and negotiation between EU<br />

and <strong>the</strong> two regions analyzed.<br />

The attainment of <strong>the</strong> above objectives and <strong>the</strong> development of <strong>the</strong> related research<br />

questions have been made possible with <strong>the</strong> extensive use of <strong>the</strong> available publications,<br />

<strong>the</strong> mobilization of <strong>the</strong> existing data from both national and international sources. Besides<br />

that, <strong>the</strong> use of descriptive quantitative and qualitative analyzes and economic models<br />

with econometric implementations and hypo<strong>the</strong>ses testing have been used with <strong>the</strong><br />

available data. Finally, a cooperative game <strong>the</strong>oretical framework has been introduced as<br />

<strong>the</strong> basis for <strong>the</strong> cooperative model suggested by this <strong>report</strong>. The outcomes attained from<br />

such analyzes have been enriched through looking at <strong>the</strong> perspectives of medical<br />

education and research in Morocco as a case of a source of emigration in MENA. Liekly<br />

comparisons with ECE countries could be easily understood from <strong>the</strong> chapter devoted to<br />

ECE. Fur<strong>the</strong>rmore, some 100 doctors practicing in Morocco are interviewed to better<br />

confirm <strong>the</strong> determinants of emigrations.<br />

The overall results attained show that <strong>the</strong> emigration as stocks and flows of physicians is<br />

determined by <strong>the</strong> cost of medical education, <strong>the</strong> selection process for enrollment,<br />

demographic issues but <strong>the</strong> major determinant is <strong>the</strong> salary provided in countries of<br />

destination. Comparisons of relative wages provide patterns of emigration among groups<br />

of countries. It has been observed that given <strong>the</strong> wage benefits, more physicians from<br />
