4. International organizations such as WHO in collaboration with UNESCO and<br />

UNDP and with EU organizations are invited to contribute to <strong>the</strong> process of<br />

North-South Mediterranean collaboration. This is in fact along <strong>the</strong> line of <strong>the</strong><br />

global health system promoted by WHO but also in conformity with <strong>the</strong> strategies<br />

pursued by UNESCO and UNDP (Millennium Development Goals). This can<br />

help promote <strong>the</strong> collaborative model in o<strong>the</strong>r regions of <strong>the</strong> world.<br />

5. NGOs focusing on medical doctors ei<strong>the</strong>r for promoting medical and education<br />

services or for ensuring partial of final returns of medical migrants can play an<br />

important role. The outputs from <strong>the</strong> new economics of migration of medical<br />

doctors can be <strong>the</strong> support to providing training and communication among<br />

professionals in both North and South.<br />

Fur<strong>the</strong>r details about this research can be found in <strong>the</strong> FEMISE <strong>report</strong> FEM 34-07, 2011<br />

where researchers from Romania, Denmark and Morocco have collaborated to show <strong>the</strong><br />

likely win-win gains to be achieved under <strong>the</strong> new economics of skilled labor migration.<br />

In this exercise descriptive as well as use of analytical models are applied to <strong>the</strong> available<br />

data on health, migration, medical education and labor markets. The current as well as<br />

previous situations are characterized. The major trends governing medical doctors are<br />

assessed besides a focus on future supplies and demands. The case of Morocco is selected<br />

to show current and prospective deficits in medical doctors. The major directions<br />

provided by <strong>the</strong> global health systems are discussed before introducing <strong>the</strong> new<br />

cooperative framework.<br />

Executive Summary<br />

The major objective of this research is to investigate how <strong>the</strong> new economics of skilled labor<br />

migration focusing on medical doctors can provide new economic and policy avenues that can<br />

streng<strong>the</strong>n <strong>the</strong> collaboration between Nor<strong>the</strong>rn and Sou<strong>the</strong>rn economies. Most of <strong>the</strong> attention is<br />
