In Morocco, <strong>the</strong> number of physicians per 10000 people was less than 6 in 2007 as shown<br />

in Table II.2.2.1 (WHO/EMRO, 2009). The World Health Report of 2006 also focused on<br />

<strong>the</strong> human resources needed to improve health and thus to help achieve <strong>the</strong> Millennium<br />

Development Goals (MDG) by 2015. So, in 57 countries, it was estimated that <strong>the</strong>re is a<br />

shortage of around 2.3 million medical doctors, nurses and midwives (Figure II.2.2.1).<br />

Therefore, many countries including Morocco do have shortage in <strong>the</strong> number of<br />

physicians and need to measure <strong>the</strong>ir deficiency and model <strong>the</strong>ir future needs in terms of<br />

<strong>the</strong> medical personnel. The number of medical doctors in important in terms of<br />

preventing complications during birth and immunization programs (WHO, 2006).<br />
