ensure that examinations are conducted strictly and diligently.<br />

This has proved to be quite effective in Tamil Nadu, where the<br />

Anna University has earned a reputation for wielding this stick<br />

mercilessly. Against this, admitting students with insufficient<br />

academic capability and then failing them is very cruel and<br />

wasteful. A study done in <strong>Kerala</strong> shows that even when<br />

there were only less than 5,000 seats for engineering, about<br />

10 per cent <strong>of</strong> the students were unable to complete the course<br />

successfully. This problem is sure to be exacerbated now, in<br />

view <strong>of</strong> the phenomenal increase in the number <strong>of</strong> seats and<br />

the poorer quality <strong>of</strong> the candidates.<br />

6.3 Quality <strong>of</strong> Infrastructure<br />

Financial resources can certainly be directed towards quality<br />

infrastructure. It has been estimated that a newly-started<br />

engineering college <strong>of</strong>fering instruction in four engineering<br />

disciplines will require an initial investment <strong>of</strong> about<br />

Rs 15 crore (excluding land cost). The early engineering<br />

colleges and polytechnics (both Government as well<br />

as aided) have possibly much more than this amount<br />

already invested in buildings and equipment. But the new<br />

Government colleges lag way behind as far as physical<br />

facilities are concerned. Even more than the paucity<br />

<strong>of</strong> funds, they are constrained by administrative and<br />

procedural bottlenecks. This is where private institutions<br />

have an advantage. They have the money and the freedom<br />

to spend it. Yet, much depends on where it comes from and<br />

how they spend it. There are some institutions, which have<br />

been started by reputed institutions or agencies in the field<br />

<strong>of</strong> education. They show promise <strong>of</strong> quality. There is hardly<br />

any self-financing college in <strong>Kerala</strong> that has been sponsored<br />

by industrial houses or major corporations or philanthropic<br />

foundations. Most private managements are under pressure<br />

to repay their loans and to show returns on equity within a<br />

reasonable time! It is not unexpected that they try to skimp
