1. Concluding Remarks<br />
The predicted collapse that <strong>Kerala</strong> might not be able to sustain its<br />
attainments in human development has not come through. On the contrary,<br />
the State has been able to sustain and improve upon human development.<br />
The so-called ‘limits’ to the <strong>Kerala</strong> model <strong>of</strong> development appear to<br />
have somewhat receded. The analysis as contained in the present study<br />
explores <strong>Kerala</strong>’s human development experience against the backdrop<br />
<strong>of</strong> its overall development experience. It identifies four crucial factors as<br />
contributing to this: the remittances from overseas migrants, the growth <strong>of</strong><br />
the service sector, the earlier attainments in health care and in education.<br />
What is more, things are looking up on the economic front too with the<br />
evidence <strong>of</strong> a new class <strong>of</strong> entrepreneurs emerging. Diverse initiatives in<br />
the service sector and to some extent in manufacturing and agriculture<br />
related activities have been undertaken.<br />
While appreciating <strong>Kerala</strong>’s development experience thus, this report does<br />
not dismiss the need to address crucial problems.<br />
Based on the analysis and findings <strong>of</strong> this Report, a series <strong>of</strong> suggestions<br />
and recommendations are given here for sustaining and enhancing<br />
human development in <strong>Kerala</strong> with a view to strengthening its potential<br />
linkages with the virtuous cycle <strong>of</strong> growth which seems to have been set<br />
in motion.
