than the currently well-known scheme was introduced in<br />

the State <strong>of</strong> Tamil Nadu in 1982) and spread throughout<br />

the State with the commodity assistance from CARE<br />

(Co-operative for American Relief Everywhere), a consortium<br />

<strong>of</strong> US voluntary agencies. From 1964-65 to 1970-71, the<br />

scheme covered 72-73 per cent <strong>of</strong> the lower primary school<br />

children (CDS-UN, 1975). Consequent on the withdrawal<br />

<strong>of</strong> CARE’s commodity assistance in the mid-seventies,<br />

repeated requests were given by the State Government for<br />

inclusion <strong>of</strong> the scheme under the State Plan, but they were<br />

not accepted. A feeding programme with Kanji (rice gruel)<br />

and pulses 14 was introduced in December 1984 (under the<br />

Department <strong>of</strong> Education), after the successful experience<br />

<strong>of</strong> Tamil Nadu, covering primary schools in areas in which<br />

children <strong>of</strong> fishermen / Scheduled Tribes formed the majority<br />

<strong>of</strong> students. The scheme was first extended to all Government<br />

and aided lower primary schools in the State from December<br />

1985 and later to cover children in the upper primary classes<br />
