<strong>Kerala</strong>’s development experience is cited as an example for developing<br />

countries highlighting the role <strong>of</strong> public policies in attaining high social<br />

development despite low per capita incomes. Its experience occupies<br />

an important place in the chain <strong>of</strong> intellectual events that culminated in<br />

a paradigm shift in development thinking.<br />

The <strong>Kerala</strong> Human Development Report primarily deals with the<br />

second-generation problems <strong>of</strong> human development, such as quality.<br />

The Report critically examines the new phase <strong>of</strong> growth during the last<br />

15 years, and its possible linkages with human development and charts<br />

out a human development-based growth strategy for the future with<br />

sustainable social development.
