In addition, Turkey has not made progress towards normalising bilateral relations with the<br />

Republic of Cyprus. It continues to veto Cyprus’s membership of several international<br />

organisations, including the OECD and the Wassenaar Arrangement on export controls for<br />

conventional arms exports and dual-use goods. The Commission will continue to monitor<br />

closely and specifically report on all issues covered by the 21 September 2005 declaration, in<br />

accordance with the Council conclusions of December 2006.<br />

The government of the Republic of Cyprus reported violations of its territorial waters and<br />

airspace by Turkey.<br />

Peaceful settlement of border disputes<br />

Turkey and Greece have intensified their efforts to improve their bilateral relations. From 13<br />

to 15 May Prime Minister Erdogan met Greek Prime Minister Papandreou in Athens. A<br />

number of agreements for cooperation on trade, education, transport, energy, culture and the<br />

environment were signed. A bilateral agreement was reached to readmit a number of illegal<br />

migrants to Turkey, but is not yet in operation.<br />

The 47 th round of exploratory talks was held in Athens in summer <strong>2010</strong>. Exploratory talks<br />

have been continuing since 2002 and have intensified. The threat of casus belli in response to<br />

the possible extension of Greek territorial waters, made in the resolution adopted by the<br />

Turkish Grand National Assembly in 1995, still remains. In line with the Negotiating<br />

Framework, the Council conclusions of December 2009 noted that ‘Turkey needs to commit<br />

unequivocally to good neighbourly relations and to the peaceful settlement of disputes in<br />

accordance with the United Nations Charter, having recourse, if necessary, to the International<br />

Court of Justice. In this context, the Union urges the avoidance of any kind of threat, source<br />

of friction or action which could damage good neighbourly relations and the peaceful<br />

settlement of disputes.’ A considerable number of formal complaints were made by Greece<br />

about continued violations of its airspace by Turkey, including flights over Greek islands.<br />

Greece also made complaints about violations of its territorial waters.<br />

Regional cooperation<br />

Turkey remains actively involved in regional initiatives. It is a member of the Regional<br />

Cooperation Council (RCC) and also held the one-year rotating Chairmanship-in-Office of the<br />

South-East European Cooperation Process (SEECP), which ended with a summit in Istanbul<br />

in June.<br />

Bilateral relations with other enlargement countries and neighbouring EU Member States<br />

have been developing positively. Turkey has taken a number of initiatives in the Western<br />

Balkans, expressing commitment to promoting peace and stability in the region. Turkey<br />

supports integration of all countries in the region both with the European Union and at Euro-<br />

Atlantic level. The Turkish Foreign Minister held and facilitated several contacts throughout<br />

<strong>2010</strong>. Regular tripartite meetings were held between the Ministries of Foreign Affairs of<br />

Turkey, Serbia and Bosnia and Herzegovina. In parallel, regular tripartite talks have been held<br />

between Turkey, Croatia and Bosnia and Herzegovina. On Turkey’s initiative, the Presidents<br />

of Bosnia and Herzegovina and of Serbia met for the first time since the war. At their meeting<br />

in Istanbul in April, the three countries adopted the "Istanbul Declaration" and underlined that<br />

their common goal is integration into the European Union. They agreed that regional policy<br />

should be based on ensuring security, permanent political dialogue and preservation of the<br />
