The DGCA extended the scope of the regulation on carriage of liquids on airplanes to include<br />

all international airports. It finalised a circular on passenger rights which is undergoing<br />

stakeholder consultation with the aviation industry. The DGCA also issued a regulation on<br />

safety assessment of national and foreign aircraft (SAFA – SANA). Despite widespread use in<br />

practice, DGCA still has not issued a regulation on computerised reservation systems.<br />

Air traffic management is still suffering from a lack of regional cooperation. The lack of<br />

communications between air traffic control centres in Turkey and the Republic of Cyprus is<br />

seriously compromising air safety in the Nicosia flight information region. A technical<br />

solution has been submitted by the Commission and Eurocontrol to the parties and the<br />

International Civil Aviation Organisation (ICAO) for further consideration. No agreement has<br />

so far been reached between the parties.<br />

In the field of maritime transport, some progress can be reported, particularly on the<br />

strengthening of institutional capacity. The undersecretariat for maritime affairs (UMA) has<br />

prepared a pre-accession sector strategy and identified priority policy areas for short-term<br />

actions. The directorate general for coastal safety and salvage operations established a longrange<br />

identification and tracking system (LRIT) and the Turkish national LRIT data centre<br />

integrated with the International Maritime Organisation (IMO) and the International Mobile<br />

Satellite Organisation (IMSO). Also a national assistance, search and rescue automation<br />

system called Yakamos was put into operation in October 2009. These investments<br />

substantially enhanced UMA’s technical capacity for monitoring, pollution estimation and<br />

integrated planning in coastal zones. Vessel traffic monitoring information systems (VTMIS)<br />

for the ports of Izmit, Izmir, Mersin and Iskenderun are being installed. UMA also initiated a<br />

comprehensive annual training programme on oil pollution preparedness and emergency<br />

response. However, actual physical capacity for pollution prevention and emergency response<br />

is limited. The regulation on seafarers was amended on 28 May <strong>2010</strong>: graduates of the<br />

military navy schools are required to complete training and take the seafarer exam in<br />

accordance with the Convention on standards of training, certification and watch keeping<br />

(STCW).<br />

The regulation on reception of waste from ships and waste control was amended and specific<br />

references to Marpol Annexes were made in relation to the definition of waste. Turkey<br />

became a party to protocol on limitation on liability for maritime claims (LLMC 1996). UMA<br />

issued an administrative instruction to comply with the anti-fouling systems convention while<br />

the ratification process is ongoing. There was no progress in becoming a party to SOLAS-78,<br />

SOLAS-88, the Convention on facilitation of international maritime traffic (FAL), the<br />

International Convention on the control of harmful anti-fouling systems on ships (AFS) and<br />

Marpol Annexes III and IV.<br />

The detention rate of Turkish vessels was 4.2% in 2009 (5.6% during the first half of <strong>2010</strong>)<br />

compared to 2.2% for the EU average in 2009. Turkey is on the white list of the Paris<br />

Memorandum of Understanding. Alignment in the maritime safety area is at a good level but<br />

the third EU Maritime Package adopted on 11 March 2009 amends some of the legislation<br />

with which Turkey has already aligned.<br />

No particular development in the area of combined transport and satellite navigation can<br />

be reported.<br />
