4.21. Chapter 21: Trans-European networks<br />
Good progress was made in the area of transport networks. The Ministry of Transport<br />
finalised the technical document on the future Trans-European Transport Network (TEN-T) in<br />
Turkey and the priority projects of European interest on the TEN-T Network. The technical<br />
document constitutes a sound basis for further negotiations, as confirmed by sites visit. In the<br />
meantime, Turkey has effectively utilised pre-accession assistance to continue technical<br />
preparations for transport infrastructure projects on the core transport network. However, a<br />
master plan for long-term investment has not yet been prepared.<br />
Some progress can be noted in the area of energy networks. The ratification procedure of the<br />
intergovernmental agreement on the Nabucco gas pipeline was completed in August <strong>2010</strong>. As<br />
the next step, project support agreements can now be concluded between the governments.<br />
Nabucco is an important strategic step towards closer energy cooperation between the EU,<br />
Turkey and other countries in the region and remains one of the highest energy security<br />
priorities of the EU.<br />
Preparations continue to bring into operation the Turkey-Greece-Italy Interconnector (ITGI)<br />
natural gas pipeline.<br />
As regards electricity networks, after completion of all necessary studies and tests, trial<br />
synchronous operation with ENTSO-E (European Network of Transmission System Operators<br />
for Electricity) began on 18 September <strong>2010</strong>. The interconnection with Iran, a 400 kV link<br />
that was operating at 154 kV, has been upgraded to 220 kV. Studies to upgrade the Georgia<br />
link have also started.<br />
No progress can be reported in the area of telecommunications networks.<br />
Conclusion<br />
Turkey has made progress in the area of Trans-European networks. In particular, it has<br />
facilitated technical discussions under the future Trans-European Network for Transport and<br />
reached an advanced stage in negotiations. Some progress can also be reported on energy<br />
networks.<br />
4.22. Chapter 22: Regional policy and coordination of structural instruments<br />
Some progress was made with regard to the legislative framework. During the previous<br />
reporting period the Prime Minister’s Office issued a circular on the official appointment of<br />
institutions under IPA, which has been completed in the current period with the including<br />
formal appointment of the strategic coordinator under components III and IV<br />
Progress was made with the institutional framework. The technical committee established<br />
by the State Planning Organisation (SPO), as the IPA strategic coordinator, meets quarterly to<br />
support the smooth implementation of all four operational programmes (on transport, the<br />
environment, regional competitiveness and human resources development). The SPO is<br />
working on the establishment of a regional development committee which will coordinate<br />
regional development policies among central institutions and between the local authorities.<br />
Progress was made as regards administrative capacity.<br />
