Progress in the area of seed and propagating materials remained very limited. The variety<br />
registration and seed certification software system has still not become fully operational. No<br />
developments can be reported on the implementation of international phytosanitary<br />
agreements.<br />
Conclusion<br />
Progress has been achieved on all key elements for the accession negotiations in this chapter.<br />
The adoption of the Framework Law on veterinary services, plant health, food and feed has<br />
contributed significantly to Turkey’s alignment process in the area of food safety, veterinary<br />
and phytosanitary policy. However, the restructuring of the Ministry of Agriculture and Rural<br />
Affairs has not taken place yet. The adoption of a complete alignment strategy should<br />
facilitate transposition and implementation of the relevant acquis in this area. However,<br />
further efforts are still necessary for the alignment process.<br />
4.13. Chapter 13: Fisheries<br />
There has been no substantial progress in alignment with the fisheries acquis. The revised<br />
Law on Fisheries and the Law on restructuring of the Ministry of Agriculture and Rural<br />
Affairs (MARA) has not yet been adopted.<br />
Some progress has been made in the area of resource and fleet management. The fisheries<br />
information system (FIS) has been improved to include recording of fishing vessels and<br />
commercial fishermen, special fishing permits, monitoring of blue-fin tuna (BFT), baby clam<br />
quotas and anchovy fishing. Further improvement is needed on collection of catch and<br />
landing data.<br />
Turkey completed building and equipping two new fisheries port offices, thereby increasing<br />
the total number to 36. Some progress can be reported as regards the administrative capacity<br />
of MARA. However, technical capacity needs to be built for stock assessment and data<br />
collection.<br />
There has been some progress in the field of inspection and control. MARA circulated<br />
implementing instructions to meet the requirements of the Council Regulation on illegal,<br />
unreported and unregulated (IUU) fishing. Catch certificates and re-export certificates are<br />
issued for products to be exported to the EU. These products are also monitored and the data<br />
on their catch and sale are cross-checked in the FIS. All vessels over 15 m in length have<br />
started using automatic identification system (AIS) devices. All BFT vessels have been<br />
monitored by the satellite based vessel monitoring system.<br />
Further improvement is necessary with regard to fisheries control and measures to ensure<br />
sustainability of the fish stocks.<br />
No progress has been made on structural action, market policy and state aid.<br />
Turkey has not concluded any new international agreements but there has been some<br />
progress as regards the implementation of International Commission for the Conservation of<br />
Atlantic Tunas (ICCAT) decisions. The number of authorised BFT vessels has been reduced<br />
from 57 to 18 and an individual quota system has been applied to distribute the total quota<br />
allocated to Turkey by the ICCAT. The ICCAT regional observer scheme has been introduced<br />
and ICCAT observers have been deployed to all BFT farms and authorised vessels. Fishing<br />
