During the reporting period no significant progress has been noted in the area of combating<br />

trafficking in human beings. 87 traffickers were arrested and the number of victims of<br />

trafficking identified and assisted amounted to 37. The general directorate for social<br />

assistance and solidarity in the Prime Minister’s Office has signed an agreement with the<br />

Foundation for Women’s Solidarity and the Human Resource Development Foundation, the<br />

two NGOs that are currently running respectively the shelters for victims of trafficking in<br />

Ankara and Istanbul, allowing the shelters to receive financial support amounting to<br />

approximately €120,000 for each.<br />

Institutionally, the support mechanism envisaged to assist the national task force on the fight<br />

against human trafficking in its coordination tasks has not been established as yet.<br />

Identification of victims of human trafficking and provision of necessary support and<br />

coordination between the different institutions is undertaken within the framework of National<br />

Referral Mechanism (NRM) which includes all actively involved stakeholders. Adequate<br />

management and organisational arrangements are in particular needed for one of the NRM’s<br />

main features, the 157 helpline. Further work to bring the national legislation into line with<br />

the Council of Europe’s Convention on action against trafficking in human beings is<br />

important and so is setting a clear timetable for its ratification.<br />

Overall, further efforts are needed as regards alignment with the acquis in this area.<br />

With regard to progress concerning the fight against terrorism, an Undersecretariat for<br />

public order and security has been established in March <strong>2010</strong> in the Ministry of the Interior to<br />

develop policies and strategies on counter-terrorism and to ensure coordination among the<br />

relevant institutions. A law is in preparation concerning the fight against financing of<br />

terrorism to meet the requirements of the Financial Action Task Force (FATF)<br />

recommendations on imposing sanctions on persons involved in financing terrorism. Turkey<br />

has taken decisions to freeze the assets of some of the persons included in the list adopted by<br />

the UN Security Council. The Financial Crimes Investigation Unit (MASAK) received 49<br />

suspicious transaction reports regarding financing of terrorism in 2009 compared to 228 in<br />

2008. MASAK signed memoranda of understanding to exchange information with regard to<br />

the fight against financing of terrorism and money laundering with its counterparts in Croatia,<br />

Bosnia and Herzegovina, Ukraine, Japan and Norway. Turkey faced increased terrorist attacks<br />

from the PKK in <strong>2010</strong>, which have prompted preparations for involving professional security<br />

forces in the fight against terrorism.<br />

Turkey has not yet ratified the International Convention for the suppression of acts of nuclear<br />

terrorism, the Council of Europe Convention on the prevention of terrorism, and the Council<br />

of Europe Convention on laundering, search, seizure and confiscation of the proceeds from<br />

crime and on the financing of terrorism.<br />

Overall, further efforts are needed as regards alignment with the acquis in this area.<br />

Some progress has been made in the area of the fight against drugs. Following the adoption<br />

of a national strategy against drugs and drug addiction (2006-2012), local action plans have<br />

been adopted in 63 provinces. An action plan specific to the fight against drug trafficking in<br />

rural areas was adopted in April <strong>2010</strong>. This action plan needs to be coordinated with the<br />

implementation of the national action plan against drugs and drug addiction (<strong>2010</strong>-2012),<br />

which has not been adopted yet by the Ministry of the Interior although the previous plan<br />

(2007-2009) has come to an end.<br />
