2006 and endorsed by the European Council on 14/15 December 2006. As long as restrictions<br />

remain in place on the free movement of goods carried by vessels and aircraft registered in<br />

Cyprus or whose last port of call was in Cyprus, Turkey will not be in a position to implement<br />

fully the acquis relating to this chapter.<br />

Conclusion<br />

There has been limited progress towards alignment with the acquis. Agricultural support<br />

policies showed only minor transition towards the CAP, following the significant divergent<br />

trend reported in recent years. Initial steps have been taken for the development of an<br />

integrated administration and control system. However, the failure to fully remove unjustified<br />

technical barriers to trade in bovine products and the continued delays in the accreditation of<br />

the structures to use the Instrument for Pre-accession Assistance for Rural Development<br />

represent significant shortcomings. Similarly, further progress is required on agricultural<br />

statistics, the farm accountancy data network, quality policy and organic farming.<br />

4.12. Chapter 12: Food safety, veterinary and phytosanitary policy<br />

Substantial progress has been made towards transposition and implementation of the food<br />

safety acquis. The Framework Law on veterinary services, plant health, food and feed has<br />

been adopted. Turkey also prepared a detailed strategy for the transposition, implementation<br />

and enforcement of the acquis.<br />

In the area of veterinary policy, some progress was observed towards transposition and<br />

implementation of the acquis. Legislative alignment in the area of import control systems is<br />

still incomplete. Construction of three land and two seaport border inspection posts (BIPs) has<br />

been completed, but they are not yet fully functioning. Problems in directing consignments<br />

from Ataturk Airport to Sabiha Gokcen Airport remain unresolved and the BIP at Sabiha<br />

Gokcen Airport in Istanbul is still not fully functional.<br />

Turkey pursued efforts to bring the system for identification and registration of bovines and<br />

their movements fully into line with the acquis. The system has been strengthened to allow an<br />

effective cross-checking system with off and on movement notifications. The administrative<br />

capacity of the Ministry of Agriculture and Rural Affairs (MARA) has been improved<br />

through information and training activities for staff and stakeholders. Implementation of<br />

identification and registration of ovine and caprine animals has started across the whole<br />

country. Implementation of systems for identification and registration of animals constitutes a<br />

key element for the accession negotiations in this chapter. Turkey has made no progress as<br />

regards control of commercial movements of pet animals.<br />

Turkey’s efforts in the area of combating animal diseases have continued, with foot and<br />

mouth disease (FMD) still being the main focus. However, the FMD contingency plan has not<br />

yet been adopted and the regulation on the control of FMD has not entered into force.<br />

Turkey’s intensive FMD vaccination programme accompanied by strict animal movement<br />

measures between Thrace and Anatolia has been implemented. Nevertheless, the number of<br />

FMD outbreaks has increased substantially in Anatolia. Thrace has been recognised by the<br />

World Organisation for Animal Health (OIE) as FMD-free with vaccination. The regulation<br />

concerning the control of rabies has not yet entered into force. No avian influenza outbreaks<br />

occurred in the reporting period and MARA continued implementing awareness campaigns<br />

and simulation exercises. Turkey made no progress as regards transmissible spongiform<br />

encephalopathy (TSE). Timely notification of animal diseases by Turkey has continued under<br />
