to them. The active labour market measures have been significantly extended 40 . However, the<br />
coverage rate of unemployment benefit is too low. Only 6% of the unemployed received<br />
benefits from the fund in March <strong>2010</strong>. The overall administrative capacity of Turkey’s public<br />
employment service remains weak. Labour force participation and employment rates are<br />
low 41 . The south-east region has the lowest participation rates 42 . The youth unemployment<br />
remains high but has shown a decreasing trend in the first 2 quarters of <strong>2010</strong> 43 . The<br />
percentage of undeclared workers has followed a downward trend after reaching a peak in<br />
June 2009. However, 44.8% of the people in employment are not registered with the social<br />
security system and hence are deprived of the protection of labour law and pension rights. The<br />
work to combat against undeclared work intensified, especially through increased<br />
coordination and cooperation between the SSI and the other public and private institutions.<br />
336,838 undeclared workers were identified with this means. However the inspection capacity<br />
remains insufficient compared to the wide scope of the informal economy. There has been no<br />
progress regarding finalisation of the joint assessment paper (JAP) on employment priority<br />
policies.<br />
There has been some progress in preparations for the European Social Fund (ESF). The<br />
operating structure established under the Ministry of Labour and Social Security, which is<br />
responsible for the management of the human resources development operational programme<br />
(HRD OP) under IPA component IV, has continued to increase capacity. After all the formal<br />
requirements had been met, implementation of the HRD OP started with the launch of the first<br />
award procedures and signature of the first contracts. However, major delays have occurred in<br />
the evaluation process and signing of the first contracts which took place only in May <strong>2010</strong>.<br />
Implementation of operations currently launched needs to be speeded up to prevent the risk of<br />
substantial loss of funds. Monitoring and evaluation of programmes needs strengthening.<br />
There has been little progress in the field of social inclusion. An amendment to the<br />
Constitution paves the way for positive discrimination for children, the elderly and disabled<br />
people. Turkey has no comprehensive policy framework to address poverty. The percentage<br />
of the population at risk of poverty remains high, and children continue to face a<br />
disproportionate risk of poverty. Poverty among the working population remains a concern,<br />
especially among seasonal workers, those in subsistence agriculture and undeclared workers.<br />
An action plan has been adopted by the Economic Coordination Committee, aiming to<br />
establish links between social services and public employment services 44 . The government<br />
has lifted budget-related staff limitations on employment of persons with disabilities in public<br />
institutions 45 . However, national Turkish institutions promoting social inclusion remain<br />

The number of beneficiaries increased from 30,000 in 2008 to 200,000 in 2009.<br />
The figures are 50% and 44,7% in June <strong>2010</strong>, showing an improvement compared to last year but still<br />
very low compared to EU average..<br />
According to TurkStat 2008 figures, participation rates are 26.9% for Diyarbakır, 27.2% for Siirt and<br />
29.8% for Şırnak. However, in 2009 the highest increase in employment rate was registered in the<br />
south-east.<br />
Youth unemployment rate decreased to 19.1% in June <strong>2010</strong> compared to 23.7% in the same period of<br />
2009.<br />
Based on this action plan, social assistance recipients, who are of working age and able to work, will be<br />
registered in the public employment agency database and encouraged to receive relevant employment<br />
services.<br />
In January <strong>2010</strong>, out of 48,943 public sector posts allocated by law to people with disabilities<br />
(accounting for 3% of all public sector posts), only 14,325 could be filled due to budgetary limitations.<br />
Now that an exemption has been granted, lifting budget-related restrictions on the employment of<br />
people with disabilities, the recruitment process for the remaining posts has started.<br />
