During recent years a few legal texts have been edited in the<br />

country which deal with the regulation of the law that<br />

attributes responsibility to producers, traders and users of<br />

agrotoxic products, their return, collection and final<br />

destination of the empty packages and product remainders.<br />

The resolutions of the National Environmental Council –<br />

CONAMA are included as well and discipline the<br />

environmental management of used batteries and the<br />

adequate destination of unusable tires in the country.<br />

However, the National Residues Policy, which is responsible<br />

for several draft law moves at a very slow pace within the<br />

National Congress where its approval has been pending for<br />

years.<br />

2.2.5 Conservation of Marine Environment<br />

Since the Stockholm Convention in 1972, several<br />

international conventions have focused on the protection<br />

and preservation of the marine environment from all sources<br />

of pollution. Among these, emphasis should be given to<br />

the International Convention for the Prevention of Pollution<br />

Caused by Vessels – MARPOL. A focus on the objectives of<br />

these international agreements is the prevention, control<br />

and inspection of pollution caused by oil spills and other<br />

dangerous or hazardous substances in waters under<br />

national jurisdiction. Another highlight is the control of<br />

pollution generated directly by vessels during their cargo<br />

transportation activity or caused by the necessity to<br />

maintain their navigation conductions.<br />

Brazil has been participating as a member-State in the main<br />

important conventions and international agreements about<br />

environmental issues that occulted in recent years. Brazil is<br />

an active participant in negotiation processes where there<br />

are no adequate international legal instruments. The external<br />

environmental policy has been occupying an important<br />

position in the set of Brazilian public policies in recent years.<br />
