g) To stimulate the adoption by the governments and by<br />

the productive sector, of voluntary tools (certificates,<br />

ISO 14,000, certificates for tourist sustainability, etc.),<br />

applicable to the process of sustainable development;<br />

h) To begin or to continue the processes of environmental<br />

and natural resource appreciation, for the use of<br />

comparative advantages in the area, incorporating<br />

indicators regarding liabilities and environmental<br />

assets, in order to include them in the national<br />

legislation systems;<br />

i) To support regional actions and sub-regional efforts,<br />

in particular the Caribbean (SIDS) , the Amazonian<br />

countries (TCA), the Andean Area (CAN), “Mercosul”<br />

and Central America (ALIDES);<br />

j) To strengthen the regional, sub-regional and national<br />

institutions, as well as the sub-national levels, for the<br />

instrumentation, continuation and monitoring of<br />

policies, programs and resulting projects from this<br />

initiative;<br />

k) To formulate strategies of incorporation, transfer and<br />

technological development, which shall be supported<br />

through the mobilisation and expansion of resources<br />

from existing financial institutions;<br />

l) To perfect and to adapt the systems of existing<br />

sustainability indicators or to build new systems of<br />

indicators to meet social, economic or political<br />

particularities of the area;<br />

m) To develop actions of South-South co-operation, which<br />

may favour the efforts, strengths and opportunities<br />

of countries in development, in regards to<br />

sustainability development and to the people of the<br />

region;<br />

n) To promote the development of sui generis<br />

methodology in regard to traditional knowledge<br />

protection, based on tools and mechanisms of<br />

distinct nature; to see that current intellectual<br />

property systems consider the association of<br />

traditional knowledge and biological diversity in the<br />

evolution of patent requests and other related<br />

rights.<br />

8 GUIDING GOALS AND INDICATIVE<br />

PURPOSES<br />

The construction of the mentioned regional consensus<br />

passes through the implementation of some goals<br />

presented as following, whose definition is result of the<br />

same understanding effort undertaken by the Environment<br />

Ministers Forum.<br />

8.1. Biological Diversity<br />

a) The increase of arboreal surface<br />

to assure the sustainable management of forest<br />

resources of the area, significantly reducing the current<br />

deforestation rates.<br />

b) Territory according to protected areas<br />

to significantly increase the surface of the regional<br />

territory according to protection areas, considering in<br />

its definition, transition zones and biological corridors.<br />

c) Genetic resources-Equal Benefit Distribution<br />

to adopt regulation frameworks for access to genetic<br />

resources, as well as fair and equal participation in<br />

benefits derived from them, compatible with the<br />

Agreement on Biological Diversity.<br />

8.2. Water Resour<br />

esource ce Administration<br />

a) Water Basin Management<br />

to improve and to strengthen the institutionalisation<br />

of the integrated management of water basins and<br />

subsoil waters among others, through the<br />

establishment of water basin committees, with the<br />

participation of government, civil society, and the<br />

private sector and all involved agents.<br />

b) Marine-coastal Management and its Resources<br />

to implement environmental, national and regional<br />

action plans for the integrated management of the<br />

coasts, with particular attention to the small insular<br />

states in development.<br />

c) Better quality of Terrestrial Waters<br />

to improve the quality of effluents and to reduce the<br />

contaminating discharges on surface water bodies and<br />

subsoil ones, as well as on the coastal area.<br />
