applied in the management of solid residues of 13<br />
municipal districts that integrate the Basin of<br />
Guanabara Bay organized as a consortium (CONIMA<br />
- BOX on garbage and Conima). In 2001, another 114<br />
projects of integrated management of urban solid<br />
residues in the Brazilian municipal districts were<br />
given assistance, totalling R$32,000,000 of<br />
investments in the area.<br />
The eradication of dumps is a serious sanitary,<br />
environmental and social problem. Projects towards this<br />
objective are outstandingly demonstrated in demands sent<br />
to the Federal Government, through the Ministry of the<br />
Environment. This year, they amounted to R$514,000,000 in<br />
investments, including requests sent to The National Fund<br />
of the Environment (Fundo Nacional do Meio Ambiente –<br />
FNMA).<br />
4.10.2. Urban Environment Management<br />

and installation of sanitary embankments in the entire<br />

In the wider scope of sanitation, the federal government<br />
has been promoting financing programmemes directed to<br />
solving problems of the urban environment agenda.<br />
c) Pro-sanitation<br />
This is a programmeme linked to the Special<br />
Secretariat of Urban Development of the Presidency<br />
(Secretaria Especial de Desenvolvimento Urbano da<br />
Presidência da República – SEDU/PR) searching to<br />
promote improvement in the conditions of health<br />
and quality of life of the population. It is composed<br />
of sanitary actions, seeking to increase the coverage<br />
of services of water supply, sanitation drainage,<br />
urban drainage and management of solid residues,<br />
including institutional development actions.<br />
a) Urban Environment Management Project<br />
This project is being executed with technical cooperation<br />
from the German Government, through<br />
the GTZ Agency. This agency operates in the field of<br />
training and education of human resources for the<br />
elaboration of projects and the integrated<br />
management of solid residues, environment<br />
sanitation, use of the soil and urban public transport.<br />
In the first phase of the project (2000-2003) GTZ<br />
contributed with about five million marks<br />
(approximately 3.5 million dollars).<br />
b) Urban Environmental Management Project in the<br />
Amazon<br />
This project is being executed with the technical and<br />
financial support of the Dutch Government (Holland)<br />
and is directed to the development of actions, with<br />
local and regional focus, directed to the improvement<br />
of the quality of life of the population, sustainable<br />
development and reduction of negative impacts on<br />
the environment. Pilot projects of processes for the<br />
management of residues are being developed in nine<br />
Amazonian municipal districts, where processes and<br />
adequate forms are being tested to face the serious<br />
environmental and public health problems resulting<br />
from the produced garbage.<br />
Studies have been accomplished involving several<br />
organisations (MMA/SQA/GAU, GTZ, FNMA, CEF, FUNASA<br />
and CETEC-MG). These studies have made an effort to<br />

Also linked to SEDU/PR with community<br />
participation, this programmeme seeks to promote<br />
integrated sanitation actions in areas with urban<br />
characteristics and occupied by low income<br />
populations (groups of families with income of up<br />
to three minimum wages), through appropriate<br />
technical solutions and at low cost, implementation,<br />
operation and maintenance of the systems.<br />
e) Programme of Sanitary Social Action - PASS<br />
This is a programmeme linked to SEDU/PR,<br />
searching to implement services of environmental<br />
sanitation. The programmeme gives emphasis to<br />
the improvement of health and life conditions of<br />
communities located in the main slums of the<br />
country, preferentially in the small and medium sized<br />
municipal districts, selected by the programmemes<br />
Reduction of Mortality in Childhood (Programa de<br />
Redução da Mortalidade na Infância - PRMI) and<br />
Solidarity Community (Programa Comunidade<br />
Solidária - PCS).<br />
Additionally, the PASS programmeme - Touristic<br />
Cities (Programa PASS – Cidades Turísticas) is<br />
focused on the improvement of the touristic and<br />
potentially touristic municipal districts that integrate<br />
the National programme of Tourism<br />
Municipalization (Programa Nacional de<br />
Municipalização do Turismo - PNMT). This<br />
programmeme is intended to reduce tourist<br />
