e) Creation of CEPED agencies – Academic Study<br />

Centres and Researches on Disasters (Centros<br />

Universitários de Estudos e Pesquisas sobre Desastres<br />

- CEPED) installed in Brazilian Universities. Presently,<br />

the CEPED of Campina Grande in the State of Paraíba<br />

is reactivated and another one was created in the Federal<br />

University of Santa Catarina (UFSC). The later has been<br />

developing projects with the Civil Defence State<br />

Management (Diretoria Estadual de Defesa Civil -<br />

DEDEC) of the State of Santa Catarina.<br />

f) Priority given to COMDEC agencies – Civil Defence<br />

Municipal Co-ordination (Coordenadoria Municipal de<br />

Defesa Civil -COMDEC), is the main civil defence<br />

agency, and is responsible for co-ordination at the site<br />

of the disaster and the first to act under circumstances<br />

of disasters - prevention, preparation, solutions and<br />

reconstruction.<br />

g) Partnership with technical agencies to do followup<br />

- Agreements with federal and state technical<br />

institutions to inspect works and services and motivate<br />

agreements with states and municipal districts. This<br />

measure has been assuring the fulfilment of the<br />

expected results both in quantity and in quality.<br />

h) Legislation on dangerous products as well as<br />

inspection of the procedures in several transport areas,<br />

in the scope of MERCOSUR .<br />

i) Legal Aspects - Legislation has been progressing,<br />

through constitutional texts, both at federal and state<br />

levels, as well as the infra-constitutional legislation.<br />

Much is still needed for the multi-sector approach<br />

demanded by the management of disasters.<br />

j) Voluntary work - Participation of volunteers and<br />

companies (in preventive and emergency actions of<br />

civil defence), motivated by campaigns developed<br />

during the International Volunteer Year in 2001.<br />

4.9.1. Information on the NATIONAL SYSTEM OF<br />

CIVIL DEFENSE (Sistema Nacional de Defesa<br />

Civil - SINDEC)<br />

Decree no. 895, of August 16, 1993, regarding the<br />

organisation of the National System of Civil Defence -<br />

SINDEC as well as offering other provisions, has established,<br />

in clause 4°, that SINDEC should have the following<br />

structure:<br />

a) Superior Agency - National Council of Civil Defence<br />

(Conselho Nacional de Defesa Civil - CONDEC)<br />

constituted by representatives of the ministries, of the<br />

three Armed Forces and of the Secretariat of the<br />

Presidency.<br />

b) Central Agency – National Secretary of Civil Defence<br />

(Secretaria de Defesa Civil - SEDEC) subordinate to the<br />

Ministry of National Integration (Ministério da<br />

Integração Nacional).<br />

c) Regional Agencies - Regional Co-ordination of Civil<br />

Defence<br />

d) State Agencies, of the Federal and Municipal<br />

districts - Co-ordination of Civil Defence<br />

(Coordenadorias de Defesa Civil – CEDEC), Municipal<br />

Co-ordination of Civil Defence (Coordenadorias<br />

Municipais de Defesa Civil - COMDEC) and Community<br />

Centre of Civil Defence (Núcleo Comunitário de<br />

Defesa Civil - NUDEC).<br />

e) Sectorial Agencies - Agencies and Entities of Public<br />

Management - Federal, State and Municipal belonging<br />

to SINDEC.<br />

f) Support Agency - Agencies and Public and Private<br />

Entities, at the three government levels, supporting<br />

and promoting SINDEC.<br />

4.9.2. The National Policy of Civil Defense<br />

The above-mentioned Decree no. 895, in its clause 6,<br />

established that the National Council of Civil Defence would<br />

have the following abilities:<br />

a) approve policies and guidelines of governmental action<br />

of civil defence; and<br />

b) approve the criteria for the declaration, homologation<br />

and recognition of Emergency and Public Disasters<br />

Situations.<br />

While performing these functions, CONDEC, through<br />

Resolution no. 02, of Dec. 12, 1994, approved the National<br />

Policy of Civil Defence that was homologated by the<br />

President and published in the Federal Official Gazette no.<br />

01, on Jan. 2, 1995.<br />
