criterion <strong>and</strong> ANSI S12.9 provides guidelines based on l<strong>and</strong> use.<br />

One criterion that is most familiar is of course the Occupational<br />

Safety <strong>and</strong> Health Act of 1970 (OSHA) 12 that limits employee noise<br />

exposure. Frequently, many assume that the sound level limit is<br />

85 dB, which can cause unneeded expenses. OSHA applies a time<br />

weighted average such that the total exposure an employee has does<br />

not exceed a certain limit; thus, near field sound levels can easily<br />

be in excess of 85 or 90 dB without penalty so long as the exposure<br />

time is controlled. The following table presents the maximum limits<br />

of selected allowable exposure times, but the total employee time<br />

weighted average (TWA) level must also be considered.<br />

The OSHA action level is one-half the allowable time exposure<br />

so when an employee is exposed to 85 dB for 8 hours or more (TWA<br />

> 85 dB) then the employer shall administer a continuing, effective<br />

hearing conservation program including providing hearing protection<br />

at no cost to employees. For convenience, the threshold action levels<br />

are listed in the following table.<br />
