which will provide power to the electric grid to meet its customer’s<br />

needs.<br />

SPPCo has contracted with Foster Wheeler USA Corporation<br />

(FWUSA) for engineering procurement <strong>and</strong> construction management<br />

services for the project. FWUSA in turn has subcontracted<br />

with The M.W. Kellogg Company (MWK) for engineering <strong>and</strong> other<br />

services related to the gasifier isl<strong>and</strong>. General Electric has been<br />

selected to provide the MS6001FA gas turbine/air-cooled generator<br />

<strong>and</strong> steam turbine/TEWAC generator for the project. At Piñon Pine<br />

site conditions these units will have a combined cycle output of<br />

about 100MW.<br />

The Piñon Pine project is the first air blown IGCC power plant<br />

to incorporate an “F”-technology gas turbine generator. This type<br />

of combustion turbine has a high combined cycle efficiency which<br />

greatly enhances the economic justification of an IGCC application.<br />

The Piñon Pine Power Project will be an early application of the<br />

MS6001FA which is nominally a 70 MW design, scaled from the<br />

MS7001FA.<br />

This paper reviews the basic overall gasification <strong>and</strong> power<br />

plant configuration of The Piñon Pine Power Project <strong>and</strong> focuses<br />

on the integration of the MS6001FA gas turbine within this configuration.<br />

Specifically, aspects of the low Btu combustion system,<br />

compressor air extraction, fuel delivery system <strong>and</strong> control system<br />

are addressed.<br />

Role of IGCC Power Plants<br />

Although the preponderance of recent domestic powerplant<br />

construction has been based on either simple or combined cycle natural<br />

gas fueled combustion turbines, coal-fired power plants are still<br />

a mainstay of power generation world-wide. The emissions produced<br />

by coal combustion have led to environmental concerns to the point<br />

where coal use for electricity generation has been threatened. Parallel<br />

to the installation of flue gas scrubbers in conventional coal-fired<br />

power plants, IGCC development is proceeding on innovative power<br />

plant concepts which are not only more acceptable from an environmental<br />

st<strong>and</strong>point, but also feature higher efficiency. To apply
