including NER. Against an allocation<br />
<strong>of</strong> Rs.8.25 crores, an amount <strong>of</strong> Rs.<br />
2.41 crores have been sanctioned till<br />
December, 2011 for the activities like 15<br />
studies, 10 Seminar-cum-workshops.<br />
Census <strong>of</strong> Handicrafts Artisans in the<br />
whole country is under operation. It is<br />
hoped that Census would be completed<br />
well before conclusion <strong>of</strong> the 11 th Plan.<br />
VI<br />
Handicrafts Artisans Comprehensive<br />
Welfare Scheme.<br />
The scheme has been included in the<br />
11 th Five Year Plan as one <strong>of</strong> the major<br />
schemes with the following two main<br />
components, aimed at Insurance Cover<br />
and Health Care <strong>of</strong> Handicrafts Artisan<br />
and his family:<br />
A. Rajiv Gandhi Shilpi Swasthya Bima<br />
Yojana.<br />
Rajiv Gandhi Shilpi Swasthya Bima<br />
Yojana aims at financially enabling the<br />
artisans community to access to the best<br />
<strong>of</strong> healthcare facilities in the country. This<br />
scheme covers not only the artisans but<br />
also any three members out <strong>of</strong> spouse,<br />
dependent parents and children.<br />
B. Bima Yojana for Handicrafts<br />
Artisans.<br />
C. The objective <strong>of</strong> “Bima Yojana For<br />
Handicrafts Artisans” is to provide<br />
life insurance protection to the<br />
Handicrafts Artisans, whether male<br />
or female, between the age group <strong>of</strong><br />
18-60 years.<br />
During the year 2011-12 Rs. 69.00 crores<br />
have been allocated under Plan scheme<br />
<strong>of</strong> Handicrafts Artisans Comprehensive<br />
Welfare Scheme including NER. Out <strong>of</strong><br />
69.00 crores and amount <strong>of</strong> 2.15 crores<br />
have been incurred up to 31 st December<br />
2011 and 393309 artisans have been<br />
covered under Rajiv Gandhi Shilpi<br />
Swasthya Bima Yojana and Bima Yojana<br />
for Handicrafts Artisans.<br />
IMPORTANT PROJECTS<br />
1. MEGA CLUSTERS<br />
Under Comprehensive Handicrafts<br />
Development Scheme, in 2010-11,<br />
for development <strong>of</strong> Moradabad Mega<br />
Cluster two Raw Material Banks and<br />
one Testing Centre were sanctioned<br />
and in respect <strong>of</strong> Narasapur Mega<br />
Cluster, 35 Community Production<br />
Centres, one Market Development<br />
Centre, One International Lace Trade<br />
Centre, two Raw Material banks, one<br />
common processing Centre, one Design<br />
Resource Centre and One Training<br />
Centre were sanctioned. Expenditure to<br />
the tune <strong>of</strong> Rs. 20.53 Crores was incurred<br />
for the development and implementation<br />
<strong>of</strong> these activities.<br />
Further, two Mega Clusters at Bhadohi-<br />
Mirzapur and Srinagar were approved<br />
in 2011-12 at a total cost <strong>of</strong> Rs.<br />
103.09 crores and Rs. 101.78 crores<br />
respectively for the development <strong>of</strong><br />
Carpet craft sector artisans. Skill<br />
Development programmes approved<br />
in principle for 20000 weavers for<br />
Mirzapur and Bhadohi and for 10000<br />
weavers for Srinagar by PAMC.<br />
For the year 2011-12 under<br />
comprehensive Handicrafts Cluster<br />
Scheme, one Mega Cluster for the<br />
Development <strong>of</strong> Wooden Craft for<br />
Jodhpur was announced. The DPR for<br />
the same is under preparation.<br />
2. URBAN HAAT<br />
During the XIth Plan seven Urban Haats<br />
across the country have been approved<br />
and are in progress at the following<br />
