<strong>of</strong> institutional transparency within the<br />

public authority through proactive and<br />

effective implementation <strong>of</strong> the provisions<br />

<strong>of</strong> section 4 <strong>of</strong> the RTI Act, 2005. Shri<br />

N.D. George, Economic Advisor, <strong>Ministry</strong><br />

<strong>of</strong> <strong>Textiles</strong> has been designated as<br />

Transparency <strong>of</strong>ficer for the <strong>Ministry</strong>. The<br />

following are the main responsibilities <strong>of</strong><br />

the Transparency <strong>of</strong>ficer:<br />

1. Work as interface between the<br />

Commission vis-à-vis the public<br />

authority.<br />

2. Implement the Commission’s<br />

directive dated 15.11.2010 regarding<br />

pro-active disclosures under section<br />

– 4 <strong>of</strong> RTI Act.<br />

3. Regular monitoring <strong>of</strong> decisions <strong>of</strong><br />

the CIC.<br />

4. Work as contact point for the CPIO/<br />

FAA/Divisional Heads.<br />

5. Promote good management practices<br />

within the organization centered on<br />

transparency.<br />

6. Devise transparency indices for<br />

various wings <strong>of</strong> the public authority.<br />

7. Help to set up facilitation centers<br />

within the premises <strong>of</strong> the public<br />

authority.<br />

8. Work for record management,<br />

its classification and indexing,<br />

digitization, networking etc.<br />

9. Prepare information matrix based on<br />

RTI applications.<br />

10. Establish an information regime to<br />

create a user-friendly website for<br />

various information pertaining to the<br />

<strong>Ministry</strong>.<br />

11. Train personnel so as to promote<br />

higher transparency among them.<br />

12. Establish dialogue with top<br />

management and key <strong>of</strong>ficials <strong>of</strong> the<br />

public authority regarding prevention<br />

<strong>of</strong> unnecessary confidentiality.<br />
