QUALITY APPRAISAL & EXPORT<br />

CERTIFICATION SERVICES:<br />

Apart from carrying out quality inspection<br />

in aid <strong>of</strong> export promotion, the Division also<br />

issues the following special certificates to<br />

the exporters as required under various<br />

bilateral agreements / schemes.<br />

Certificate <strong>of</strong> Origin under Generalised<br />

System <strong>of</strong> Preferences (GSP):<br />

Under the scheme <strong>of</strong> Generalised System<br />

<strong>of</strong> Preferences (GSP), the Committee<br />

issues GSP Certificates in Form-A for<br />

<strong>textiles</strong> and textile articles to the exporters.<br />

This certificate enables the importers to<br />

claim duty preferences at the importing<br />

end.<br />

Certificate <strong>of</strong> Origin (Non-Preferential):<br />

The <strong>Textiles</strong> Committee is also authorized<br />

to issue Certificate <strong>of</strong> Origin (Non-<br />

Preferential) from July 2005 to enable the<br />

exporters to establish the country <strong>of</strong> origin<br />

<strong>of</strong> the material exported.<br />

Handloom Certificate:<br />

Under various bilateral agreements with<br />

developed countries, the Committee is<br />

issuing Handloom & Cottage Industry<br />

Certificates after conducting limited<br />

inspection for ensuring handloom origin<br />

<strong>of</strong> eligible textile items to enable the<br />

importers to claim duty concessions.<br />

Tariff Rate Quota Certificate (TRQC):<br />

Endorsement on TRQC is done for<br />

monitoring import quota for specific<br />

<strong>textiles</strong> items for the following countries:<br />

i) For readymade garments from Sri<br />

Lanka under ISFTA<br />

ii) For apparels from Bangladesh under<br />

SAFTA<br />

iii) For acrylic yarn from Nepal under<br />

Indo-Nepal Trade Treaty.<br />

Classification <strong>of</strong> <strong>Textiles</strong>:<br />

<strong>Textiles</strong> Committee <strong>of</strong>fers services<br />

to the textile Industry & Trade on<br />

classification <strong>of</strong> <strong>Textiles</strong> & Textile articles<br />

under Harmonised System (H.S.)/<br />

Harmonised Tariff Schedule <strong>of</strong> the<br />

United States Annotated (HTSUSA)/<br />

Combined Nomenclature (CN) Code.<br />

This service is mostly availed by the<br />

textile exporters, importers and Indian<br />

Customs Authorities.<br />

The quantum <strong>of</strong> work carried out by<br />

this Division during 2010 - 2011 (up to<br />

December 2010) and anticipated figures<br />

from 1 st January 2011 to 31 st March 2011<br />

are given at table 13.2.<br />

The total revenue generated during the<br />

year 2011-12 by the Export Promotion and<br />

Quality Assurance Division is anticipated<br />

to be at Rs.1487.15 crores.<br />

Endorsement <strong>of</strong> GSP Certificates<br />

contributes major portion <strong>of</strong> revenue<br />

generated by the EP & QA Division (81%).<br />

It is followed by assessment <strong>of</strong> Ginning &<br />

Pressing factories(2%). Sale <strong>of</strong> various<br />

blank certificates contributes for 5% <strong>of</strong> the<br />

total revenue collection. While revenue<br />

collection from issuance <strong>of</strong> certificate <strong>of</strong><br />

origin (non preferential) accounts for (4%)<br />

and registration & renewal fee account for<br />

3%. Quality inspection account for 1%,<br />

other services viz. classification, TRQC<br />

Endorsement under India-Sri Lanka/India-<br />

Nepal FTA & India-Bangladesh etc. come<br />

to 4% <strong>of</strong> total revenue generated during<br />

2011-2012.<br />

Scheme on Assessment & Rating <strong>of</strong><br />

Ginning & Pressing Factories:<br />

Assessment Reports <strong>of</strong> 231 units were<br />

duly evaluated by Assessment & Rating<br />

Cell (ARC) and placed before the Technical<br />

Rating Award Committee (TRAC) for<br />
