CHAPTER XIV<br />

Citizens’/Client’s Charter (CCC)<br />

The <strong>Ministry</strong> has prepared and<br />

published a Citizen Charter which<br />

includes grievance redressal<br />

portal (CPGRAM) at the website http://<br />

ministry<strong>of</strong><strong>textiles</strong>.gov.in for receiving and<br />

redressing the grievances <strong>of</strong> public online.<br />

The system has been devised in such<br />

a manner as to involve less paper work<br />

on the part <strong>of</strong> the organizations handling<br />

grievances <strong>of</strong> the public. The Citizen<br />

Charter outlines the vision, mission <strong>of</strong> the<br />

<strong>Ministry</strong> and commit a number <strong>of</strong> Service<br />

Standards.<br />

Vision<br />

To build state-<strong>of</strong>-the-art production<br />

capacities and achieve a pre-eminent<br />

global standing by 2020 in manufacture<br />

and export <strong>of</strong> all types <strong>of</strong> <strong>textiles</strong> including<br />

technical <strong>textiles</strong>, jute, silk and <strong>wool</strong><br />

and develop a vibrant handloom and<br />

handicraft sector for sustainable economic<br />

development and promoting and<br />

preserving the age old cultural heritage in<br />

these sectors.<br />

Mission<br />

1. To promote planned and harmonious<br />

growth <strong>of</strong> <strong>textiles</strong> by making available<br />

adequate fibers to all sectors.<br />

2. To promote technological upgradation<br />

for all types <strong>of</strong> <strong>textiles</strong><br />

including technical <strong>textiles</strong>, jute, silk<br />

and <strong>wool</strong>.<br />

3. To promote skills <strong>of</strong> all textile workers,<br />

handloom weavers and handicrafts<br />

artisans, creation <strong>of</strong> new employment<br />

opportunities and development <strong>of</strong><br />

new designs to make these sectors<br />

economically sustainable.<br />

4. To ensure welfare and proper working<br />

environment and easy access to<br />

healthcare facilities and insurance<br />

cover to weavers and artisans to<br />

achieve better quality <strong>of</strong> life.<br />

5. To promote exports <strong>of</strong> all types <strong>of</strong><br />

<strong>textiles</strong> and handicrafts and increase<br />

India’s share <strong>of</strong> world exports in these<br />

sectors.<br />

Service Standards<br />

The <strong>Ministry</strong> <strong>of</strong> <strong>Textiles</strong> provides policy<br />

support and implements programmes<br />

and schemes for the development and<br />

growth <strong>of</strong> <strong>Textiles</strong> Industry. We commit to<br />

the services as given at table 14.1.<br />

Services to Citizens are provided by the<br />

Responsibility Centres (RCs) for the subsectors<br />

covering the entire Textile Industry<br />

through the Citizen’s Charters prepared<br />

by the RCs. For any deficiency/dispute,<br />

citizens may approach the RCs and when<br />

not satisfied, may approach the <strong>Ministry</strong><br />

as per above service standards.<br />

Grievance Redress Mechanism<br />

The M/o <strong>Textiles</strong> has developed a<br />

grievance redressal portal (CPGRAMS)<br />

at its website http://ministry<strong>of</strong><strong>textiles</strong>.<br />

gov.in for receiving and redressing the<br />

grievances <strong>of</strong> public online. The system<br />

has been devised in such a manner as to<br />

involve less paper work on the part <strong>of</strong> the<br />

organizations handling grievances <strong>of</strong> the<br />

public.<br />

As per the system, any citizen can visit<br />

the website <strong>of</strong> <strong>Ministry</strong> <strong>of</strong> <strong>Textiles</strong> and<br />

lodge his/her grievance under the link<br />
