for the scheme “Assessment & Grading<br />

<strong>of</strong> Ginning & Pressing Factories”. The<br />

documents required for the purpose have<br />

been completed and the application will be<br />

filled shortly before the Controller General<br />

<strong>of</strong> Patents, Trade Marks & GI, Mumbai for<br />

registration.<br />

GOVERNMENT SCHEMES:<br />

The Cluster Development Programme :<br />

The CDP Cell <strong>of</strong> Textile Committee is<br />

implementing Cluster Development<br />

Programme for the Capacity Building <strong>of</strong><br />

Textile SMEs in the identified clusters<br />

since the year 2002. Three more handloom<br />

clusters have been assigned by the<br />

Office <strong>of</strong> the Development Commissioner<br />

(Handlooms), <strong>Ministry</strong> <strong>of</strong> <strong>Textiles</strong>,<br />

Government <strong>of</strong> India for implementation<br />

<strong>of</strong> the programme under the Integrated<br />

Handloom Cluster Development Scheme<br />

(IHCDS) as an Implementing Agency<br />

in the year 2005 - 06. Based on the<br />

diagnostic study action plan for the year<br />

2008 – 09 ,2009 – 10 and 2010 - 11<br />

have been devised and approved by<br />

the Apex Committee, IHCDS. The brief<br />

details <strong>of</strong> the clusters and the highlights<br />

<strong>of</strong> achievements are as under:<br />

BIJNORE (Uttar Pradesh) :<br />

Bijnor is a medium sized district located<br />

in the North West <strong>of</strong> Uttar Pradesh on the<br />

eastern bank <strong>of</strong> river Ganges, adjoining<br />

Uttrakhand on its southern part. The<br />

handloom weaving activity is found in<br />

around 32 villages and 6 small towns <strong>of</strong><br />

the district. Ninety nine percent (99%) <strong>of</strong><br />

the weavers belong to the Muslim Ansaree<br />

community. 22, out <strong>of</strong> the 92 cooperative<br />

society’s registers are active. The Bijnor<br />

district handloom cluster is spread across<br />

a length <strong>of</strong> 60 km and breadth <strong>of</strong> 40 km.<br />

About 20% <strong>of</strong> the total production is<br />

supplied to Delhi based exporters like Fab<br />

India, All India Handloom Board & other<br />

prominent exporters through the middle<br />

men. The rest is sold at the domestic<br />

market at Naogaon, Sadat, Nahtore,<br />

SheoheraDhampur and Kath etc.<br />

Highlights<br />

= 4 consortiums have been formed<br />

covering 33 master weavers and<br />

1316 weavers.<br />

= SPV named ‘Bijnore Handloom<br />

Weavers Services Public Limited’<br />

has been registered as a public<br />

limited company for managing the<br />

CFC and Dye House Shares <strong>of</strong> Rs.10<br />

each worth Rs 25 lakhs floated in the<br />

market.<br />

= The CFC & Dye House building civil<br />

work at village Sahaspur is completed.<br />

The order for the purchase <strong>of</strong> the<br />

machinery for the dye house has<br />

been placed. The Dye house will<br />

be fully functional by the end <strong>of</strong> the<br />

March 2011.<br />

= 9 Quality up-gradation training<br />

conducted for 180 weavers.<br />

= Training in handblock printing<br />

provided for a batch <strong>of</strong> 20 ladies.<br />

= Training in hand block printing and<br />

Dobby design development provided<br />

to 60 weavers.<br />

= Total sales generated – Rs 228.63<br />

lakhs, which includes Exhibition -&<br />

BSM – Rs 85.44 lakhs and orders<br />

Rs 118.54 Lakhs through different<br />

buyers and Rs 24.65 lakhs through<br />

handloom house.<br />

= 10 warping machine were supplied to<br />

the weavers <strong>of</strong> the Bijnor handloom<br />

cluster thus 300 weavers are able to<br />

save on the warping cost.<br />

= 15 designs (10 co-ordinate<br />

set developed), New Products<br />

developed – 45.<br />
