CHAPTER XIX<br />

INFORMATION AND COMMUNICATION TECHNOL-<br />

OGY IN TEXTILES<br />

With a vision to create a modern,<br />

vibrant, integrated and worldclass<br />

Indian <strong>Textiles</strong> Industry,<br />

<strong>Ministry</strong> recently initiated many fresh<br />

schemes and policies in areas like<br />

modernization and technological upgradation,<br />

skill development, market/<br />

products expos and other trade<br />

promotional activities to compete in the<br />

global market. It requires to build up<br />

an efficient platform having features<br />

like ubiquity, global reach, interactivity,<br />

customized support, securable supply<br />

chain with modern business strategies.<br />

These essential necessities may be<br />

achieved only through a well-tuned ICT<br />

enabled platform.<br />

Accordingly, <strong>Ministry</strong> has strengthened its<br />

in-house ICT infrastructure by qualitatively<br />

as well as quantitatively, not only to<br />

deliver an efficient and effective online<br />

services and support to trade and <strong>industry</strong><br />

but also improve upon transparency.<br />

New enhancements like implementation<br />

<strong>of</strong> e-<strong>of</strong>fice in the <strong>Ministry</strong>, initiatives to<br />

develop skill exchange portal, upgradation<br />

<strong>of</strong> LAN, setting-up Video Conferencing<br />

facility are achieved. Introducing<br />

integrated G2G services like e-Service<br />

Book, Pension Book, Vigilance System,<br />

RFD, Public Grievances , Parliament<br />

questions / answers, etc., <strong>Ministry</strong> has<br />

gone a step forward in <strong>of</strong>fice automation.<br />

Introducing public participation by inviting<br />

on-line feedbacks/comments from trade<br />

and <strong>industry</strong> on various draft <strong>textiles</strong><br />

policies through the <strong>Ministry</strong>’s website,<br />

<strong>Ministry</strong> has taken a lead in implementing<br />

e-governance.<br />

National Informatics Centre (NIC),<br />

Department <strong>of</strong> Information Technology,<br />

<strong>Ministry</strong> <strong>of</strong> Communications & Information<br />

Technology contributed a prime role in<br />

each initiatives described above. It is<br />

providing full-fledged technical support<br />

and consultancy in developing and<br />

maintaining the ICT infrastructure and net<br />

work services. In addition to that various<br />

<strong>of</strong>fice automation systems, information<br />

systems /analytical tools are developed<br />

and implemented for usage at various<br />

levels <strong>of</strong> the Management.<br />

Enhancing websites<br />

<strong>Ministry</strong>’s site at http://ministry<strong>of</strong><strong>textiles</strong>.<br />

gov.in is enriched with new links for RFD<br />

plan, Control Orders, visitor’s summary<br />

and URL links with portals like india.gov.in,<br />

Invest India, Testing facilities for Conform<br />

standards & assurance, GI Registration<br />

for Brand best with Region identity. In<br />

accordance with the ‘Guidelines for<br />

Indian Government Websites’ issued<br />

by D/o Administrative Reforms and<br />

Public Grievances, <strong>Ministry</strong>’s website is<br />

strengthened. Cyber security auditing for<br />

the website has been completed to ensure<br />

its safety from cyber-attacks and threats.<br />

ICT Infrastructure upgradations<br />

LAN <strong>of</strong> the <strong>Ministry</strong> has been upgraded to<br />

1GB bandwidth that would facilitate fast<br />

internet services, Video Conferencing,<br />

VOIP teleconferencing etc. Various<br />

security measures are undertaken<br />

especially for the websites, network,<br />

email, etc. as per the guidelines <strong>of</strong> the<br />

Cabinet Secretary. System for Automatic<br />
