In order to proceed with detailed engineering, additional geotechnical studies must<br />

be carried out at the location of all infrastructure and along the railway line from the<br />

mine to plant. The program must include drilling, surveys as well as laboratory soil<br />

analysis and soil dynamic stability studies and contour and elevation surveying.<br />

Conduct geotechnical surveys at the location of the TSF to confirm the slope of the<br />

TSF and for the stability of the various catchment ponds<br />

Optimize the auxiliary buildings layout based on new developments proposed by<br />

<strong>Apogee</strong> and on detailed topography and geotechnical surveys.<br />

Evaluate an alternate tailings storage technology that may result in reduced capital<br />

cost and footprint.<br />

Review opportunities for early completion of construction to reduce start-up times.<br />

Further drilling is recommended to expand and delineate the mineral resource on the<br />

<strong>Pulacayo</strong> deposit.<br />

26.5 Financial Analysis<br />

Further technical-financial analysis to be carried out as the <strong>Project</strong> progresses to the<br />

basic/detailed engineering stage, and to evaluate the impact of any new data.<br />

Consider financial arrangements targeted to further reduce working capital needs.<br />

The refinery that will purchase the concentrates should be identified, particularly with<br />

a view to identifying and understanding the impact penalty elements may have on the<br />

revenue and possibly on the process.<br />

26.6 Environmental and Permitting<br />

Ore acid generating potential should be re-assessed and additional ABA (acid-base<br />

accounting) tests are recommended.<br />

Conduct air quality dispersion modeling using modeling systems to predict future<br />

concentrations at and off the boundary of the <strong>Project</strong>.<br />

For reclamation and closure, conduct a complete soil and borrow material inventory<br />

focused on moisture retention, erodability and other soil quantities for use in final<br />

reclamation and site re-vegetation.<br />

Continuous on monitoring of precipitation, surface water flow and water quality<br />

should be conducted to ensure compliance through the development, operational,<br />

reclamation and closure plan stages of the <strong>Project</strong>.<br />

The mine dewatering system will require modification and refinement as more data<br />

becomes available during advanced exploration and initial construction and<br />

operation.<br />

It is recommended that an in-depth site-wide water balance be prepared.<br />

A detailed hydro-meteorological study for supporting the final design should be<br />

conducted.<br />
