CHAPTER II<br />

- Sensitizing parents about the necessity to communicate on a<br />

regular b<strong>as</strong>is with their <strong>children</strong>, the experts suggest even disciplining<br />

parents who do not call their <strong>children</strong>: “parents should<br />

be obliged to call, otherwise they should be fined” (FG_EC_urban);<br />

- Developing <strong>and</strong> implementing programmes on parental education:<br />

“programme on parental education should start in school”<br />

(III_EC_2);<br />

- Making public through m<strong>as</strong>s media the difficult c<strong>as</strong>es/situations<br />

experienced by <strong>children</strong> whose parents are abroad, the socalled<br />

shock-therapy for parents: “m<strong>as</strong>s-media does a great job by<br />

promoting sad <strong>and</strong> dramatic stories <strong>and</strong> unveiling the extreme situations<br />

that one can face” (III_EC_1);<br />

- The NGO-s active in the family <strong>and</strong> child protection field should<br />

organize information campaigns: “The NGO-s that are active in<br />

this field should promote information campaigns” (III_EC_1);<br />

- Involving all social actors in supervising <strong>and</strong> rendering support<br />

to <strong>children</strong> <strong>left</strong> <strong>behind</strong> <strong>as</strong> a consequence <strong>of</strong> migration.<br />

- Certainly, the multidisciplinary initiatives addressing <strong>children</strong> <strong>left</strong><br />

<strong>behind</strong> <strong>as</strong> a consequence <strong>of</strong> migration have better chances to succeed<br />

<strong>and</strong> to cover a larger area if law amendments will be accompanied<br />

by media, social <strong>and</strong> psychological changes <strong>and</strong> if it would<br />

be possible to conduct a complex intervention in the c<strong>as</strong>e <strong>of</strong> a multilateral<br />

phenomenon.<br />

• Issues related to the appointment <strong>of</strong> a legal guardian for the <strong>elderly</strong><br />

<strong>left</strong> <strong>behind</strong> by <strong>children</strong> – migrants <strong>and</strong> their patrimonial relationship<br />

The Republic <strong>of</strong> <strong>Moldova</strong> lacks any legal documents ensuring the<br />

legal guardian <strong>of</strong> the <strong>elderly</strong> <strong>left</strong> <strong>behind</strong> by their <strong>children</strong> who are<br />

abroad. Law no. 180-XVI on Labour Migration specifies restraints<br />

only upon labour migration <strong>of</strong> persons who are not registered at the<br />

relevant bodies (mayoralty, community social <strong>as</strong>sistance service, etc.)<br />

<strong>and</strong> who did not appoint a temporary guardian for their <strong>children</strong><br />

where<strong>as</strong> it does not refer to the unprotected <strong>elderly</strong> <strong>left</strong> <strong>behind</strong> <strong>as</strong> a<br />

consequence <strong>of</strong> migration.<br />

In this context, labour migrants should be motivated by law to register<br />

their helpless parents at the respective authorities (mayoralty,<br />

community social <strong>as</strong>sistance service, etc.), <strong>as</strong> it is done in the c<strong>as</strong>e <strong>of</strong><br />

<strong>children</strong>.<br />
