Conclusions <strong>and</strong> recommendations<br />

For the Ministry <strong>of</strong> Labour, Social Protection <strong>and</strong> Family<br />

- To work out mechanisms for identification <strong>of</strong> <strong>elderly</strong> <strong>left</strong> <strong>behind</strong> at<br />

risk (collaboration between social community <strong>as</strong>sistants, family doctors,<br />

etc.);<br />

- To promote regulations <strong>and</strong> st<strong>and</strong>ards for home-care services;<br />

- To develop a regulatory framework on diversifying services provided<br />

at home that at present focus on housekeeping <strong>and</strong> nutrition by<br />

introducing occupational therapy, psychological counselling, etc. in<br />

order to avoid depression, suicide attempts, etc.;<br />

- To revise the Job description <strong>of</strong> social workers who provide homecare<br />

services for the <strong>elderly</strong> (to exclude performing work related to<br />

housekeeping);<br />

- To develop the mechanisms for social services procurement by natural<br />

persons;<br />

For the Ministry <strong>of</strong> Health<br />

- To develop mechanisms for medical workers <strong>of</strong> primary health care<br />

to render medical services at home <strong>and</strong> to supervise the ill <strong>elderly</strong>;<br />

- To conduct campaigns for examining the health condition <strong>of</strong> the <strong>elderly</strong><br />

<strong>and</strong> to ensure the consultation by highly qualified specialists<br />

in rural are<strong>as</strong> (oncologist, rheumatologist, g<strong>as</strong>trologist, cardiologist,<br />

etc.);<br />

- To hold trainings for people involved with providing <strong>as</strong>sistance to<br />

the <strong>elderly</strong> (geriatricians, social <strong>as</strong>sistants, social workers, medical<br />

nurses, etc.);<br />

- In partnership with private service providers <strong>and</strong> m<strong>as</strong>s media organizations<br />

to conduct national campaigns for promoting healthy<br />

eating habits <strong>and</strong> lifestyle in order to prevent dise<strong>as</strong>es;<br />

For the local public administration<br />

- To work out mechanisms that will give the possibility to establish<br />

some public-private partnerships in developing <strong>and</strong> providing<br />

highly specialized services designed for the <strong>elderly</strong>;<br />

- To diversify home care services that at present focus on housekeeping<br />

<strong>and</strong> nutrition by introducing occupational therapy, psychological<br />

counselling, etc. in order to avoid depression, suicide attempts, etc.;<br />
